1. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL 
Chairperson Ted Burton called the meeting to order at 6:00 p.m. 
 
Members present:  Chair Ted Burton, Commissioner Rebecca Puppe, Commissioner Gina Ragsdale, 
Commissioner Deanna Kupcik, Commissioner Donald Bassler, Commissioner 
Sebastian Trupiano, Alternate Charles Hester seated for District 4, Alternate Les 
Manuel, Alternate Douglas McDonald 
 
Members absent:   Vice Chair Anthony DiMascio, Alternate Ryan Belshee 
 
Staff present:  
Planning Manager Ken Galica, Assistant City Attorney Tosca Henry, Management 
Assistant Keri Hernandez 
 
 
2. MINUTES 
2A. APPROVAL OF MINUTES FROM THE APRIL 22, 2025 PLANNING AND ZONING 
COMMISSSION REGULAR MEETING. 
A motion was made by Commissioner Kupcik and seconded by Commissioner Trupiano to approve 
minutes as presented. Approval 7-0. Motion carried. 
 
 
3. REGULAR AGENDA 
3A. SUMMER PLANNING AND ZONING COMMISSION MEETING SCHEDULE 
A motion was made by Commissioner Kupcik and seconded by Commission Ragsdale to approve the 
cancellation of June 24, July 22, and August 26, 2025 regular meetings. Approval 7-0. Motion carried. 
 
 
3B. PARKS AND RECREATION MASTER PLAN 
Planning Manager Ken Galica informed the Commission that the Community Services Department has 
requested an indefinite continuance. 
A motion was made by Commissioner Ragsdale and seconded by Commissioner Kupcik to approve the 
continuance. Approval 7-0, Motion carried.

5. PLANNING MANAGER REPORT AND SUMMARY OF CURRENT EVENTS

6. PLANNING AND ZONING COMMISSION SUMMARY OF CURRENT EVENTS 
Commissioner Kupcik stated that the Chamber of Commerce will be hosting a Hispanic business 
roundtable on Thursday, May 15, 2025 at 8:30 a.m.. Ms. Kupcik mentioned that the Chamber will begin 
a ‘mid-week mingle’ lunch that will take place weekly on Wednesdays. 
 
 
7. ADJOURNMENT 
With there being no further business, Chair Burton adjourned the meeting at 6:06 p.m.
