RESOLUTION NO. 28-25
A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY 
OF BUCKEYE, ARIZONA, ESTABLISHING THE 2025 CITIZEN WATER 
AND WASTEWATER RATE COMMITTEE TO ADVISE AND MAKE 
RECOMMENDATIONS TO THE CITY COUNCIL REGARDING THE 
IMPLEMENTATION AND ADOPTION OF WATER AND WASTEWATER 
RATES; 
ADOPTING 
BY-LAWS 
FOR 
THE 
COMMITTEE; 
TEMPORARILY SUSPENDING THE PROVISIONS OF ARTICLE 2-4-7 
OF THE CITY CODE; AND PROVIDING FOR THE AUTOMATIC 
TERMINATION OF SAID COMMITTEE.
WHEREAS, for the last complete decade, the City of Buckeye (the “City”) was the fastest-
growing city in the United States; and
WHEREAS, this growth continues to create exciting opportunities for Buckeye and its 
residents; and
WHEREAS, to manage Buckeye’s growth and deliver a high quality of water and 
wastewater services for its residents, the City should consider a variety of operational and capital 
options and associated financing strategies; and
WHEREAS, to this end, the Mayor and Council desire advice and recommendations from 
a knowledgeable and representative group of Buckeye residents, property owners, and business 
owners, regarding the water and wastewater services and infrastructure provided and the 
corresponding rates required to maintain and sustain a regulatory compliant and safe system: and
WHEREAS, the Mayor and Council therefore seek to establish a special committee to 
research and explore the utility operational strategies, to identify appropriate programs or projects 
that support the safe and reliable delivery of utility services, and to submit recommendations 
regarding the same.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF 
THE CITY OF BUCKEYE, ARIZONA, as follows:
Section 1.  The recitals above are hereby incorporated as if fully set forth herein.
Section 2. The City of Buckeye 2025 Citizen Water and Wastewater Rate Committee is 
hereby established as a special, ad-hoc advisory committee to the Mayor and City Council, to exist 
from the effective date of this Resolution until December 31, 2025, at which date the Committee 
shall automatically terminate.
Section 3. The City of Buckeye 2025 Citizen Water and Wastewater Rate Committee By-
Laws are hereby adopted, in the form and substance on file in the office of the City Clerk.

Section 4. The City Council, by the affirmative vote of three-quarters of the members 
voting, temporarily suspend the provisions of City Code Section 2-4-7 relating to the terms, 
composition, and qualifications of committee members.
Section 5. The City Manager, the City Clerk, and the City Attorney are hereby authorized 
and directed to take all steps necessary to carry out the purpose and intent of this Resolution.
PASSED AND ADOPTED by the Mayor and Council of the City of Buckeye, Arizona, 
this 3rd day of June, 2025.
