Council to take action on Memorandum of Understanding (MOU) between the Buckeye Police
Department and United States Immigration and Customs Enforcement (USICE) and Homeland Security
Investigations (HSI) for joint drug trafficking investigations.
SUMMARY
PROJECT DESCRIPTION:
This MOU establishes a partnership between the Buckeye Police Department (BPD) and Homeland
Security Investigations (HSI) to conduct joint drug interdiction operations. Buckeye officers will work
alongside HSI agents, with all overtime costs covered by HSI. The partnership will focus solely on
narcotics enforcement and will not involve immigration enforcement activities. This will not impact BPD
staffing because all work is performed in an extra-duty capacity/overtime assignment.  
BENEFITS:
The benefit is enhanced law enforcement cooperation, which fosters close collaboration between HSI
and the Buckeye Police Department. This improves the enforcement of narcotics laws and bolsters
investigation activities within the City of Buckeye. The agreement also expands enforcement authority
and provides specialized training and operational support. 
FUTURE ACTION:
City Clerk to send completed agreement to Commander Michael Saltz to forward to HSI, and the
agreement will remain in effect until terminated by either party upon completing a 30-day notice.  
FINANCIAL IMPACT STATEMENT:
Overtime costs for this program will be reimbursed to the City of Buckeye from HSI.
