Council to take action on the Third Priority Non-District Water Wheeling and Exchange Agreement
between the City of Buckeye and the Maricopa County Municipal Water Conservation District (MCWCD)
Number One; and authorize the City Manager to execute said agreement.
SUMMARY
PROJECT DESCRIPTION:
On January 21, 2025, Council approved the Central Arizona Project Water Treatment and
Interconnection Agreement (EPCOR Agreement) between the City of Buckeye (COB) and EPCOR
Water Arizona, Inc. (EPCOR). The EPCOR Agreement authorizes EPCOR to treat COB's allocated CAP
water and deliver it to the COB through a newly constructed interconnection between the COB and
EPCOR's water systems. Per §3.4 of the EPCOR Agreement, the Water Resources Department is now
bringing forwarded the required Wheeling Agreement with the MCWCD.  MCWCD will convey the city's
CAP water to the EPCOR's White Tanks Water Treatment Facility via the Beardsley Canal for a wheeling
fee of $39.62 per acre-foot (AF).
BENEFITS:
This Wheeling Agreement provides the city with access to infrastructure that can be used to transport the
City's water assets, such as its CAP allocation, into the city's water service area, or the service area of a
third party for the purposes of treatment or sale.
