CURRENT SITE CONDITION 
The site currently being used as farmland. 
 
CURRENT GENERAL PLAN DESIGNATION 
The City of Buckeye ratified their General Plan on August 28, 2018. Within this Plan, this parcel is not 
recognized as an approved Master Planned Community or Area Plan. The subject property is denoted as 
Neighborhood (yellow color) in the General Plan as reflected below in the Figure 1-Land Use Map.

The Neighborhood Land Use designation denotes areas that have a broader range of residential 
development than Rural, including low to high density. Neighborhood development may include single-
family units (attached and detached), and multifamily units, such as apartments and condominiums. 
Residential land uses in excess of 1 du/ac are permitted in this designation.  
 
Zoning districts consistent with this land use designation are: SF-18, SF-10, SF-6, SF-3, SF-1, MF-1, MF-2, 
NMU, CMU, C-1.  
 
CONFORMANCE WITH GENERAL PLAN  
The current land use designation is Neighborhood, 1.01-4.0 du/ac. The proposed density for Miller 60 is 
3.89 du/acre. The project, as proposed, is in conformance with the General Plan.

CURRENT ZONING DESIGNATION 
The current zoning for this parcel is Planned Residential which allows for a mix of lot sizes.

VICINITY INFORMATION 
Interstate 10 (I-10) is located approximately 3 miles to the north of the subject property. There is direct 
access to I-10 from Miller Road located ¼ mile to the east of the parcel.  The project site is located ¼ mile 
west of Miller Road, south of Southern Avenue, and north of Maricopa Road. Direct and independent 
access to the proposed subdivision will be off Southern Ave and Maricopa Road.  The property is bounded 
by Sunset Vista subdivision to the west, Blue Hills subdivision to the south, Miller Park & Bales Elementary 
School to the east, and various properties to the north which are all located within the City of Buckeye 
Planning Area. 
  
The site is further described as being located within Section 31, Township 1 North and Range 3 West of 
the Gila and Salt River Meridian, Maricopa County, Arizona within the corporate limits of the City of 
Buckeye, Arizona.  The vicinity map for this project is included as Figure 3.

DESCRIPTION OF THE REQUEST 
This request is being made on behalf of the property owner, Melcor Developments Arizona, Inc., as an 
application for the final plat of a 59.581-acre property consisting of two (2) separate parcels with APN 
numbers of 504-40-019, & 504-40-015G. This site will be built in one phase as a single-family detached 
style development consisting of 232 lots, 20 tracts, 36.495% open space, and 11.458% park space. 
 
CIRCULATION SYSTEM 
 
Onsite Circulation  
Circulation and accessibility shall be provided by internal local streets. The developer will propose 
minimum road width for all internal traffic conveyance. Onsite site roads will be constructed to 
reflect the City’s minimum cross-section for a local street.   
 
Offsite Circulation  
The proposed access to Miller 60 will be provided with one connection point at Southern Avenue 
and one connection points along Maricopa Road. This will ensure independent connections for 
public safety.  
  
Southern Avenue will be developed with half street improvements in accordance with City of 
Buckeye minimum cross sections for major arterial roadways. An entrance street will be provided 
to Maricopa Road which is already developed and standard right-of-way will be provided in 
accordance with City of Buckeye minimum. 
 
WATER MANAGEMENT PLAN 
The City of Buckeye currently does not have a Designation of Assured Water Supply (DAWS) through the 
Arizona Assured Water Supply Program. This designation provides proof of a 100- year supply of water. 
Without this designation, all final subdivision plats in the City are required to obtain their own Assured 
Water Supply Certificates prior to plat recordation.  
  
This site does have an existing Assured Water Supply that includes both this parcel and an additional 
parcel south of the site. The provider of this certificate is designated at Valencia Water but was transferred 
to Global Water and ultimately the City of Buckeye. As part of the construction document and final plat 
process, Melcor has obtained a reallocation of this certificate.    
 
There are 12” water mains in both Southern Avenue and Maricopa Road to which waterline connections 
will be made. 
 
WASTEWATER MANAGEMENT PLAN 
There are no existing sewer lines in Southern Avenue. Maricopa Road has an existing 8” sewer main at 
the SE corner of the site. The proposed subdivision sewer system will connect to the 8” line in Maricopa 
Road.   
  
The City of Buckeye will provide sewer service as part of the Miller Road Sewer Improvement District.

IMPACT ON LOCAL SCHOOLS 
The Project is located within the Buckeye Elementary School District and Buckeye Union High School 
District.  Impact of increased population coordinated with districts for adequate school facilities for the 
additional 232 single-family residences. Existing schools within the vicinity of the project are listed below.

PARKS & OPEN SPACE 
The City of Buckeye active and passive open space requirements are reflected within their Parks and 
Recreation Master Plan.  The current code open space and park space requirements for site with density 
between 3.0-4.0 Du/acre is 25% and 8% respectively of the Gross Area.  Below is a table that reflects the 
comparative analysis of open space and park space to be provided.

Miller 60 provides Park Space with active uses such as playgrounds, sport courts and ramadas. Passive 
uses include walking and biking opportunities along internal pathway connections along the centralized 
open space areas.  
 
PROPOSED TRAILS 
In addition to providing concrete pathways along street sections, Miller 60 will provide an internal trail 
system with traditional sidewalks and decomposed granite connections throughout the open space.  This 
provides a safer and more aesthetically pleasing way to walk and bike through the neighborhood. 
 
DEVELOPMENT SCHEDULE 
This project will be constructed in one phase.

The proposed development standards are outlined below for the Planned Residential (PR) zoned site. The 
Planned Residential Zoning District is designed to accommodate all subdivided residential developments
