Avenue – Application Summary Recap
Project Description:  
The City of Buckeye’s Public Works Department seeks to reconstruct Southern Avenue from the “Ross Dress for Less” 
warehouse east property line, just east of 231st Avenue, to Rainbow Road. The current roadway surface is “very poor”, 
with a Pavement Condition Index number of 28. The roadway is currently experiencing alligator pattern cracking, block 
cracking with fatigue cracking in the wheel paths, rutting, and several longitudinal cracking areas, causing safety 
concerns for all roadway users. The project includes the complete removal and replacement of the asphalt paving, which 
will include 150 feet of removal and replacement from the intersection of Southern Avenue and Rainbow Road on the 
South, North, and East legs. The project includes the addition of left turn lanes to this stop-controlled intersection. All 
striping will comply with the Manual on Uniform Traffic Control Devices standards. Americans with Disabilities Act 
compliant features that may be available, needed, and/or required will be addressed and prioritized. This stretch of road 
work is approximately 0.4 miles.

If awarded, the Award Agreement will be presented to Council for acceptance and approval. Any 
additional Southern Avenue widening or maintenance needs will come from the General Fund account 
unless additional grant funding opportunities become available, in which case the Grants team will 
pursue. 
Objectives and Expected Outcomes 

Safety is the number one reason for this roadway reconstruction. The objective is to ensure that the 
integrity of the roadway is improved to handle the anticipated increase in traffic, not only for residential 
vehicles, but also commercial and industrial vehicles. This roadway reconstruction will improve roadway 
safety through improved vehicle handling, increase road durability and longevity, and promote regional 
roadway connectivity and integrity. Upon completion of this reconstruction project, the roadway will 
move to a rating of “good” from its current rating of “very poor”.
