The proposed project along Southern Avenue, an arterial roadway, consists of the complete removal
and reconstruction of asphalt paving for Southern Avenue from the “Ross Dress for Less” warehouse
property line, just east of 231st Avenue, going east to the intersection of Rainbow Road and Southern
Avenue.

The project also includes the complete removal and replacement of the asphalt paving within this
intersection, which will include 150 feet of removal and replacement from the intersection on the
South, North, and East legs. The project includes the addition of left turn lanes to this stop-controlled
intersection. All striping will comply with the Manual on Uniform Traffic Control Devices (MUTCD)
standards. All construction shall be according to the City of Buckeye (City) and Maricopa Association of
Governments (MAG) standards and shall utilize City-approved mix designs.

This roadway reconstruction will improve roadway safety through improved vehicle handling, increase
road durability and longevity, and promote regional roadway connectivity and integrity.

The current roadway surface is “very poor”, with a Pavement Condition Index (PCI) number of 28. The
roadway is currently experiencing alligator pattern cracking, block cracking with fatigue cracking in the
wheel paths, rutting, and several longitudinal cracking areas, causing safety concerns for all roadway
users.

Project Scoping

Please describe any scoping done to date.

Design

The goal of this project is to reconstruct the section of roadway on Southern Avenue from the east end
of the “Ross Dress for Less” Warehouse property line eastbound to Rainbow Road. This area has been
identified and rated as being in “very poor” condition, showing a Pavement Condition Index number of
28. The roadway is currently experiencing alligator pattern cracking, block cracking with fatigue cracking
in the wheel paths, rutting, and several longitudinal cracking areas, causing safety concerns for all
roadway users.

It is the City’s goal to completely rehabilitate this roadway through reconstruction. The immediate area
this project serves includes warehouses, commercial, and residential traffic. The proposed project along
Southern Avenue, an arterial roadway, consists of the complete removal and reconstruction of asphalt
paving for Southern Avenue from the “Ross Dress for Less” Warehouse property line just east of 231st
Avenue, going east to the intersection of Rainbow Road and Southern Avenue.

The project also includes the complete removal and replacement of the asphalt paving within this
intersection, which will include 150 feet of removal and replacement from the intersection on the
South, North, and East legs. The project includes the addition of left turn lanes to this stop-controlled
intersection. All striping will comply with MUTCD standards. Roadway reconstruction will ensure proper
drainage to prevent standing water and reduce hydroplaning during a rain event. All construction shall
be according to the City and MAG standards and shall utilize City-approved mix designs.

This roadway reconstruction will improve roadway safety through improved vehicle handling, increase
road durability and longevity, and promote regional roadway connectivity and integrity.

Environmental

The design of this project is covered by existing City design standards and the Maricopa Association of
Governments’ Public Works design standards. Buckeye considers this reconstruction project a “like-for-
like” and does not have engineered plans. Buckeye will address and prioritize Americans with
Disabilities Act (ADA)-compliant features that may be available, needed, and/or required.

A Road Safety Assessment was completed and determined the PCI number to be 28, which is
considered “very poor”. The PCI rating system ranges from 0-100 with 100 being the best condition. The
roadway is currently experiencing alligator pattern cracking, block cracking with fatigue cracking in the
wheel paths, rutting, and several longitudinal cracking areas, causing safety concerns for all roadway
users.

Additionally, it was determined that to meet the increased needs of the community, a turn lane will
need to be added to this existing two-lane roadway at the intersections to handle the increase in
residential, commercial, and industrial traffic loads.

The East and South of the return radii at the Rainbow Road and Southern Intersection is the Maricopa
County Department of Transportation's (MCDOT) right of way (ROW). A ROW permit will be required or
a letter from the City of Buckeye’s Development Services Department (DSD) to annex the area of work
that is in MCDOT's ROW, and the subsequent annexation of the ROW will be needed.

Safety Considerations

Please describe how safety factors were
incorporated in the project design?

Pavement Conditions

The ARRP Policies and Procedures require an applicant to identify how safety factors were incorporated
into the project. The expectation is the agency conducted an RSA, or equivalent, during the project
development process.

Safety is the number one reason for this roadway reconstruction. Buckeye wants to ensure that the
integrity of the roadway is improved to handle the anticipated increase in traffic, not only for residential
vehicles but also commercial and industrial vehicles. The addition of turn lanes in each direction at the
intersection of Southern Avenue and Rainbow Road will improve traffic flow at the four-way
intersection and ensure adequate turning radii for large commercial truck traffic, which frequents this
intersection due to the warehouses along Southern Avenue.

Installation of pavement markings and roadway signs that meet MUTCD retro reflectivity requirements
will improve lane visibility. Roadway reconstruction will ensure proper drainage to prevent standing
water and reduce hydroplaning during a rain event. Removal of alligator pattern cracking, block
cracking with fatigue cracking in the wheel paths, rutting, and several longitudinal cracking areas will
improve vehicular handling. Upon completion of this reconstruction project, the roadway will move to a
rating of “good” from its current rating of “very poor”. Buckeye will address and prioritize ADA-
compliant features that may be available, needed, and/or required.

This roadway improvement will promote safe and efficient mobility by eliminating roadway surfaces
that are in “very poor” condition and improving vehicular handling. This provides safety and security to
drivers, vehicles, and other roadway users. The City of Buckeye is committed to well-maintained road
surfaces, which improve overall roadway safety and maintain the region's transportation infrastructure
on this arterial roadway.

Buckeye will address and prioritize ADA-compliant features that may be available, needed, and/or
required.

The current roadway condition poses a hazard to all roadway users, and the project seeks to eliminate
this hazard and improve roadway safety with well-maintained road surfaces through the reconstruction
of the roadway. The roadway reconstruction protects existing investments for the future within the
region's transportation infrastructure by preventing the roadway from further deterioration.

The City of Buckeye ensures fiscal integrity in each of its pavement management projects, including
accounting and reporting practices, adherence to state, local, and/or county procurement procedures,
and each project is outlined via signed contracts. Routine inspections of the contractor's work are
conducted by staff. Due to the fast-paced growth of the City, it is imperative that we keep up with the
demand to provide drivable roadways, not only for our residential or commercial stakeholders, but we
must ensure safe travel for our emergency response and Public Works teams.

The City of Buckeye is a MAG member agency. Buckeye will be responsible for all aspects of the
project's implementation, including, but not limited to, project management, financing, risk
management, public involvement, construction, inspection, and warranty periods. Buckeye
understands the local match, ineligible expenditures, and reimbursement program guidelines.

This project falls completely within the City of Buckeye’s jurisdiction and will comply with all applicable
federal, state, county, and local requirements.

circumstances related to this project.

As of 2024, this portion of Southern Ave. experienced a raw average daily traffic count of 4,962 vehicles
per day, inclusive of the Southern Ave. and Rainbow Rd. intersection traffic. Along Southern Ave. from
Watson Road to Rainbow Road from 2019 to 2023, there were 27 crashes. Additionally, the 85th
percentile speed eastbound was 55 miles per hour, and 54 miles per hour westbound. This portion of
the roadway is a major route for commercial traffic that services the various warehouses located along
Southern Avenue.

Community Outreach

The addition of the turn lanes in each direction will dramatically improve traffic control flow and
improve vehicular safety at the four-way stop intersection of Southern Avenue at Rainbow Road by
separating and restricting possible accident events. This reconstruction project includes the restriping
and replacement of non-compliant MUTCD roadway striping and signage.

development.

Buckeye provided and continues to provide educational outreach via its website, executive sessions
with the City Council, and presentations to the community showing the roadway conditions and the
need for repair. Since 2024, considerable time has been spent at various community outreach events
discussing the need for substantial roadway maintenance activities throughout the City. Over the past
12 months, Buckeye has conducted 7 surveys, 6 online and in-person meetings, and 3 community
events regarding transportation and safety.

Additionally, the City of Buckeye was awarded a Safe Streets and Roads for All (SS4A) grant, which
includes the planning for a citywide Transportation Safety Plan (TSP). The planning for this TSP includes
a public survey for roadway users to express roadway safety concerns in Buckeye, including roads that
are failing and need rehabilitation or reconstruction. Before commencement of the roadway
improvement that is the subject of this request, public notices (written, digital, social) will be issued and
will continue to be in effect throughout the length of the project.
