Council to ratify the submission of a $9,454,620 grant application under the Arterial Widening Grant
Program to the Maricopa Association of Governments, in the requested grant amount of $6,618,234, with
a match from the City of Buckeye of $2,836,386; and authorizing and directing the Mayor, City Manager,
City Attorney, and City Clerk to carry out the purpose and intent of the grant application.
SUMMARY
PROJECT DESCRIPTION:
The City of Buckeye’s Program Management Office seeks to widen Miller Road from Broadway Road to
Lower Buckeye Road to provide a four-lane roadway (two through-lanes in each direction). Between
Broadway Road and Lower Buckeye Road, Miller Road is currently a two-lane roadway (one-through
lane in each direction) with a daily traffic volume of approximately 20,164 vehicles. This project would
widen the roadway to provide 2-through lanes in each direction, separated by a raised median to ensure
safety for all roadway users. If awarded, the grant also supports the addition of a six-foot sidewalk with
Americans with Disabilities Act compliant features to either side of Miller Road. This segment of road
work is approximately one mile.
BENEFITS:
The objective is to expand and enhance the capacity of Miller Road from Broadway Road to Lower
Buckeye Road. The road is currently operating at or in excess of its full capacity. Widening the road and
adding additional traffic lanes will increase its capacity.  All roadway users will benefit from the proposed
roadway improvements through the doubled capacity of Miller Road in this section. A raised median and
six-foot sidewalk will be constructed to ensure the safety of all roadway users, including individuals with
disabilities. The project will support economic competitiveness and growth in the surrounding area by
providing increased capacity and access to new developments, such as the area at the southeast
quadrant of Miller Road and Interstate 10, and the northeast quadrant of Miller Road and Broadway
Road.
FUTURE ACTION:
If awarded, the Award Agreement will be presented to Council for acceptance and approval. Any
additional Miller Road widening or maintenance needs will come from the General Fund account unless
additional grant funding opportunities become available, in which case the Grants team will pursue.
FINANCIAL IMPACT STATEMENT:

The Arterial Widening Grant Program portion is $6,618,234. There is a $2,836,386 match required for
this grant. The total cost is $9,454,620.
CURRENT FISCAL YEAR TOTAL COST:
This project is not included in the FY2026 budget, if awarded required matching funds will be drawn from
unused appropriations in various funds, which may necessitate a reassessment of budgeted FY2026
capital projects. Depending on timing of the grant award, the project and matching funds may be built
into the 5-year CIP. The FY2026 Budget includes $4.0 million in grant match funds for projects that had
been identified as highly likely to be awarded during the fiscal year.
