Project Details

The proposed project is the widening of Miller Road, a north-south roadway within the City of Buckeye
(City) from Broadway Road north to Lower Buckeye Road. It is one of the few roadways within the City
that has an interchange with Interstate 10 (I-10). Between Broadway Road and Lower Buckeye Road,
Miller Road is currently a 2-lane roadway (1-through lane in each direction) with a daily traffic volume of
approximately 20,164 vehicles. This project would widen the roadway to provide 2-through lanes in
each direction, separated by a raised median to ensure safety for all roadway users.

Additionally, for pedestrian and rolling traffic safety, Buckeye will be adding a six-foot sidewalk to either
side of the roadway wherever possible with Americans with Disabilities Act (ADA) compliant features.
This proposed project would double the capacity between the signalized intersections and provide at
least 2 through lanes on Miller Road between Broadway Road and I-10. This stretch of road work is
approximately 1 mile.

This project meets five Arterial Widening Program goals, as will be delineated later in section 20 of this
application.

The current roadway surface is asphaltic concrete and is in fair condition, which rates between 55 and
70 on the Pavement Condition Index (PCI). The PCI rating system ranges from 0 to 100, with 100 being
the best condition. The current roadway surface does not hinder the travel time reliability for all
roadway users. The number of lanes in each direction currently available for travel is 1 and is the only
hindrance to time travel reliability along Miller Road from Broadway Road northbound to Lower
Buckeye Road.

Project Scoping

Design

The goal of this project is to widen the section of roadway on Miller Road from Broadway Road
northbound to Lower Buckeye Road. The City has recently completed a capacity analysis of major
roadways in Buckeye and identified this corridor as one of several with volume/capacity ratios
significantly greater than 1.0. Volume/capacity ratio is a measure of how much traffic is currently using
the road compared to its capacity. A volume/capacity ratio of 1.0 or greater means the road is currently
operating at its full capacity. Widening the road and adding additional traffic lanes will increase its
capacity.

The travel time index on Miller Road between Broadway Road and Lower Buckeye Road is 47.9,
indicating that during peak traffic, roadway users can expect a normal 20-minute drive to take an
additional 9.6 minutes, or 47.9% longer than during free-flow conditions. The Travel Time Index (TTI) is
a ratio that measures travel time during peak periods relative to free-flow conditions. It's calculated by
dividing the average travel time in peak hours by the free-flow travel time. The City believes that the
widening of Miller Road will reduce the travel time index.

Additionally, this stretch of roadway has a raw planning time index of 1.63, indicating that during peak
hours, roadway users should add 63% to their expected travel time to be 95% confident of arriving at
their destination on time. In addition, commercial developments are proposed south of the project
limits that will increase traffic volumes along this segment of roadway, intending to access I-10 or the
employment area just beyond the project limits, thus increasing the raw travel time index and the raw
planning time index.

In developing the project, the project was evaluated to determine what intersection footprint and
roadway cross-section would be necessary to accommodate the anticipated increased traffic volumes.
Based on the identified additional lanes, approximate quantities were developed, and a planning-level
construction cost was created. Additionally, for pedestrian and rolling traffic safety, Buckeye will be
adding a six-foot sidewalk to either side of the roadway wherever possible with ADA compliant
features,

The City has selected a design consultant who will begin working in July 2025 on the design of the
roadway improvements.

An RSA has not been developed for the project. The RSA will be included as an initial task item for the
City's design consultant to complete within the initial 3 months of the project design. The RSA is
anticipated to be completed by September 2025.

Power Lines and Cables v

APS overhead lines are located on the eastern side of the project between the Roosevelt Irrigation
District (RID) Canal and Lower Buckeye Road. The City will work with APS to have those lines relocated.
The RID Canal is located at the half-mile location of the project. The existing bridge has enough width to
accommodate the modified 5-lane roadway and will not require relocation.

Safety Considerations

Please describe how safety factors were
incorporated in the project design?

The AWP Policies and Procedures require an applicant to identify how safety factors were incorporated
into the project. The expectation is the agency conducted an RSA, or equivalent, during the project
development process.

Qualitative Factors

Alignment with AWP Goals

An early task for the City's design consultant will be to complete an RSA to identify any safety concerns
with the existing roadway segment. A raised median is proposed for the roadway segment between the
signalized intersections at Broadway Road and Lower Buckeye Road. Roadway construction will ensure
proper drainage to prevent standing water and reduce hydroplaning during a rain event. Additionally,
for pedestrian and rolling traffic safety, Buckeye will be adding a six-foot sidewalk to either side of the
roadway wherever possible with ADA compliant features.

Unique Attributes

This project meets five Arterial Widening Program goals as delineated below.

1) This project will double the capacity of Miller Road, the existing arterial roadway segment, as well as
the intersections of Broadway Road and Lower Buckeye Road, by adding additional lanes and capacity
to this existing arterial roadway and intersections.

2) The proposed roadway improvements will provide a safer, vital corridor between the developing
commercial area north of the project and the residential areas north, south, and adjacent to Miller
Road. Roadway construction will ensure proper drainage to prevent standing water and reduce
hydroplaning during a rain event. Additionally, for pedestrian and rolling traffic safety, Buckeye will be
adding a six-foot sidewalk to either side of the roadway wherever possible with ADA compliant
features.

3) The widening project will also increase the connectivity, capacity, and economic vitality of the high-
demand surrounding residential neighborhoods and businesses. It will provide access to direct
connection to the I-10 freeway, access to the Miller Commerce Center stores to the north, adjacent
communities, residential communities to the south, and surrounding educational facilities such as John
McCain Elementary and Bales Elementary.

4) The project will support economic competitiveness and growth in the surrounding area by providing
increased capacity and access to new developments, such as the area at the southeast quadrant of
Miller Road and I-10, and the northeast quadrant of Miller Road and Broadway Road.

5) The capacity widening of Miller Road supports, maintains, and protects the region's existing
infrastructure to promote future investments, as there is vacant property adjacent to this project
available for future growth activities.

Safety Data and Considerations

Miller Road is one of only 6 interchanges, over a 12-mile distance, off the I-10 freeway that directly
serves the City of Buckeye. The nearest interchange (access to I-10) to the east or west is 2 miles away
in either direction. This spacing of interchanges results in more traffic on the roadways that connect to
the interchanges than those that do not.

Additionally, the travel time index on Miller Road between Broadway Road and Lower Buckeye Road is
47.9, indicating that during peak traffic, roadway users can expect a normal 20-minute drive to take an
additional 9.6 minutes, or 47.9% longer than during free-flow conditions. The Travel Time Index (TTI) is
a ratio that measures travel time during peak periods relative to free-flow conditions. It's calculated by

Furthermore, this stretch of roadway has a raw planning time index of 1.63, indicating that during peak
hours, roadway users should add 63% to their expected travel time to be 95% confident of arriving at
their destination on time.

As of 2024, this portion of Miller Road experienced a raw average daily traffic count of 20,164 vehicles
per day. Along Miller Road from Broadway Road and Lower Buckeye Road from 2019 to 2023, there
were 53 crashes. This portion of the roadway is a major route for commercial and residential traffic.

Community Outreach

The project will construct a raised median that should minimize the potential for head-on collisions on
Miller Road between Broadway Road and Lower Buckeye Road. This project will include pavement
markings and roadway signage compliant with the Manual on Uniform Traffic Control Devices (MUTCD)
standards retro reflectivity requirements to improve lane visibility. Roadway construction will ensure
proper drainage to prevent standing water and reduce hydroplaning during a rain event. Buckeye will
address and prioritize ADA compliant features that may be available, needed, and/or required.

During Town Hall Meetings between Council Members for the area and area residents the project is
discussed regarding plans and timelines.

Buckeye has provided in the past 12 months and continues to provide educational outreach via its
website, executive sessions with the City Council, and presentations to the community showing the
roadway traffic conditions and the need for expansion. Since 2024, considerable time has been spent at
various community outreach events discussing the need for substantial roadway capacity improvement
throughout the City. Over the past 12 months, Buckeye has conducted 7 surveys, 6 online and in-
person meetings, and 3 community events regarding transportation and safety.

Additionally, the City of Buckeye was awarded a Safe Streets and Roads for All (SS4A) grant, which
includes the planning for a citywide Transportation Safety Plan (TSP). The planning for this TSP includes
a public survey for roadway users to express roadway safety concerns in Buckeye, including roads that
do not meet capacity needs. Before commencement of the roadway widening that is the subject of this
request, public notices (written, digital, social) will be issued and will continue to be in effect throughout
the length of the project.
