ACTION/MOTION: (This language identifies the formal motion to be made by the Council) 
Council to ratify the submission of a $1,042,543 grant application under the Arterial Rehabilitation and
Reconstruction Grant Program to the Maricopa Association of Governments, in the requested grant
amount of $729,780, with a match from the City of Buckeye of $312,763; and authorizing and directing
the Mayor, City Manager, City Attorney, and City Clerk to carry out the purpose and intent of the grant
application.
SUMMARY
PROJECT DESCRIPTION:
The City of Buckeye’s Public Works Department seeks to reconstruct McDowell Road from Tonopah
Salome Highway to Sun Valley Parkway. The current roadway surface is “very poor”, with a Pavement
Condition Index number of 35. The roadway is currently experiencing several high-severity potholes,
alligator pattern cracking, block cracking with fatigue cracking in the wheel paths, rutting, raveling, and
several longitudinal cracking areas, causing safety concerns for all roadway users. The project includes
the complete removal and reconstruction of the asphalt paving and the addition of all appropriate
signage and striping. All striping will comply with the Manual on Uniform Traffic Control Devices
standards. Americans with Disabilities Act compliant features that may be available, needed, and/or
required will be addressed and prioritized. This segment of road work is approximately 0.25 miles.
BENEFITS:
Safety is the number one reason for this roadway reconstruction. The objective is to ensure that the
integrity of the roadway is improved to handle the anticipated increase in traffic, not only for residential
vehicles, but also commercial and industrial vehicles. This roadway reconstruction will improve roadway
safety through improved vehicle handling, increase road durability and longevity, and promote regional
roadway connectivity and integrity. Upon completion of this reconstruction project, the roadway will move
to a rating of “good” from its current rating of “very poor”.
FUTURE ACTION:
If awarded, the Award Agreement will be presented to Council for acceptance and approval. Any
additional McDowell Road reconstruction or maintenance needs will come from the General Fund
account unless additional grant funding opportunities become available, in which case the Grants team
will pursue.
FINANCIAL IMPACT STATEMENT:

The Maricopa Association of Governments Arterial Rehabilitation and Reconstruction Grant Program
grantor funding portion is $729,780. There is a $312,763 match required for this grant. The total cost is
$1,042,543.
CURRENT FISCAL YEAR TOTAL COST:
This project is not included in the FY2026 budget, if awarded required matching funds will be drawn from
unused appropriations in various funds, which may necessitate a reassessment of budgeted FY2026
capital projects. Depending on timing of the grant award, the project and matching funds may be built
into the 5-year CIP. The FY2026 Budget includes $4.0 million in grant match funds for projects that had
been identified as highly likely to be awarded during the fiscal year.
