Council to ratify the submission of a $2,565,314 grant application under the Arterial Rehabilitation and
Reconstruction Grant Program to the Maricopa Association of Governments in the requested grant
amount of $1,795,720, with a match from the City of Buckeye of $769,594; and authorizing and directing
the Mayor, City Manager, City Attorney, and City Clerk to carry out the purpose and intent of the grant
application.
SUMMARY
PROJECT DESCRIPTION:
The City of Buckeye’s Public Works Department seeks to reconstruct Palo Verde Road from the
Buckeye Municipal Airport south property line to the Interstate 10 Arizona Department of Transportation
Right of Way. The current roadway surface is “poor”, with a Pavement Condition Index number of 42.
The roadway is currently experiencing alligator pattern cracking, fatigue cracking in the wheel paths, and
several potholes, causing safety concerns for all roadway users. The project includes the complete
removal and reconstruction of the asphalt paving and the addition of all appropriate signage and striping.
All striping will comply with the Manual on Uniform Traffic Control Devices standards. Americans with
Disabilities Act compliant features that may be available, needed, and/or required will be addressed and
prioritized. This segment of road work is approximately 0.4 miles.
BENEFITS:
Safety is the number one reason for this roadway reconstruction. The objective is to ensure that the
integrity of the roadway is improved to handle the anticipated increase in traffic, not only for residential
vehicles, but also commercial and industrial vehicles. This roadway reconstruction will improve roadway
safety through improved vehicle handling, increase road durability and longevity, and promote regional
roadway connectivity and integrity. Upon completion of this reconstruction project, the roadway will move
to a rating of “good” from its current rating of “poor”.
FUTURE ACTION:
If awarded, the Award Agreement will be presented to Council for acceptance and approval. Any
additional Palo Verde Road reconstruction or maintenance needs will come from the General Fund
account unless additional grant funding opportunities become available, in which case the Grants team
will pursue.

The Maricopa Association of Governments Arterial Rehabilitation and Reconstruction Grant Program

grantor funding portion is $1,795,720. There is a $769,594 match required for this grant. The total cost is
$2,565,314.
CURRENT FISCAL YEAR TOTAL COST:
This project is not included in the FY2026 budget, if awarded required matching funds will be drawn from
unused appropriations in various funds, which may necessitate a reassessment of budgeted FY2026
capital projects. Depending on timing of the grant award, the project and matching funds may be built
into the 5-year CIP. The FY2026 Budget includes $4.0 million in grant match funds for projects that had
been identified as highly likely to be awarded during the fiscal year.
