Design

The goal of this project is to reconstruct the section of roadway on Palo Verde Road from the I-10
intersection southbound to the south end of the City of Buckeye Municipal Airport property. This area
has been identified and rated as being in “poor” condition, showing a Pavement Condition Index
number of 42. It is the City’s goal to completely rehabilitate this roadway through reconstruction. The
immediate area this project serves includes commercial and residential traffic, including traffic
accessing the Buckeye Municipal Airport.

The project also includes the complete removal and replacement of the asphalt paving on Palo Verde
Road from the I-10 intersection southbound to the south end of the City of Buckeye Municipal Airport
property. The roadway is failing in several locations and needs complete reconstruction. The roadway is
currently experiencing alligator pattern cracking, fatigue cracking in the wheel paths, and several
potholes, causing safety concerns for all roadway users. All striping will comply with MUTCD standards.
Roadway reconstruction will ensure proper drainage to prevent standing water and reduce
hydroplaning during a rain event. All construction shall be according to the City and MAG standards and
shall utilize City-approved mix designs.

This roadway reconstruction will improve roadway safety through improved vehicle handling, increase
road durability and longevity, and promote regional roadway connectivity and integrity.

Project Design

Please describe any design done to date.

Road Safety Assessment (RSA)

If an RSA has been done for the project, please
describe.

The design of this project is covered by existing City design standards and Maricopa Association of
Governments’ Public Works design standards. Buckeye will address and prioritize Americans with
Disabilities Act (ADA)-compliant features that may be available, needed, and/or required.

A Road Safety Assessment was completed and determined the PCI number to be 42, which is
considered “poor”. The PCI rating system ranges from 0-100 with 100 being the best condition. The
roadway is currently experiencing alligator pattern cracking, fatigue cracking in the wheel paths, and
several potholes, causing safety concerns for all roadway users. City staff have repaired numerous
potholes and cracks. The repairs are no longer effective, and the roadway is failing in multiple locations.

Safety Considerations

Please describe how safety factors were
incorporated in the project design?

The ARRP Policies and Procedures require an applicant to identify how safety factors were incorporated
into the project. The expectation is the agency conducted an RSA, or equivalent, during the project
development process.

Pavement Conditions

Safety is the number one reason for this roadway reconstruction. Buckeye wants to ensure the integrity
of the roadway is improved to handle the increased traffic, not only for residential vehicles but also for
farming, commercial, and industrial vehicles. Pavement markings and roadway signs that meet the
MUTCD retro reflectivity requirements enhance lane visibility.

Roadway reconstruction will ensure proper drainage to prevent standing water and reduce
hydroplaning during a rain event. Removal of alligator pattern cracking, fatigue cracking in the wheel
paths, and potholes will improve vehicular handling. Upon completion of this reconstruction project,
the roadway will move to a rating of “good” from its current rating of “poor”. Buckeye will address and
prioritize ADA-compliant features that may be available, needed, and/or required.

Note: MAG cannot commit to assessing additional data submitted and cannot guarantee that the data in this section will be accepted for scoring.

Poor

The current roadway is experiencing several cracks, potholes, visible patchwork, surface deformation,
and deterioration.

Describe how this project aligns with the ARRP
goals outlined in the ARRP Policies and
Procedures.

Unique Attributes

This project aligns with all 4 of the ARRP goals:

- Improve overall roadway safety with well-maintained road surfaces.

- Provide for the safety and security of pedestrians, bicyclists, drivers, and other roadway users.

- Maintain the region’s transportation infrastructure to protect existing investments for the future.
- Promote safe and efficient mobility

This roadway improvement will promote safe and efficient mobility by eliminating roadway surfaces
that are in “poor” condition and improving vehicular handling. This provides safety and security to
drivers, vehicles, and other roadway users. The City of Buckeye is committed to well-maintained road
surfaces, which improve overall roadway safety and maintain the region's transportation infrastructure
on this arterial roadway.

The current roadway condition poses a hazard to all roadway users, and the project seeks to eliminate
this hazard and improve roadway safety with well-maintained road surfaces through the reconstruction
of the roadway. The roadway reconstruction also protects existing investments for the future within the
region's transportation infrastructure by preventing the roadway from further deterioration.

Buckeye will address and prioritize ADA-compliant features that may be available, needed, and/or
required.

The City of Buckeye ensures fiscal integrity in each of its pavement management projects, including
accounting and reporting practices, adherence to state, local, and/or county procurement procedures,
and each project is outlined via signed contracts. Routine inspections of the contractor's work are
conducted by City staff. Due to the fast-paced growth of the City, it is imperative that Buckeye keeps up
with the demand to provide drivable roadways, not only for residential or commercial stakeholders, but
Buckeye must ensure safe travel for its emergency response and Public Works teams.

The City of Buckeye is a MAG member agency. Buckeye will be responsible for all aspects of the
project's implementation, including, but not limited to, project management, financing, risk
management, public involvement, construction, inspection, and warranty periods. Buckeye
understands the local match, ineligible expenditures, and reimbursement program guidelines.

This project falls completely within the City of Buckeye’s jurisdiction and will comply with all applicable
federal, state, county, and local requirements.

Describe any unique attributes or
circumstances related to this project.

Safety Data and Considerations

As of 2024, this portion of Palo Verde Road experienced a raw average daily traffic count of 1,763
vehicles per day. This portion of Palo Verde Road from 2019 to 2023, experienced 4 crashes.
Additionally, the 85th percentile speed northbound was 48 miles per hour, and 57 miles per hour
southbound. This portion of the roadway is a major route for commercial and local traffic, as well as
those who frequent Buckeye Municipal Airport. The Buckeye Municipal Airport holds several annual
large events throughout the year, including the Buckeye Marathon, the Buckeye Air Fair, and Buckeye’s
Independence Day event.

Please describe any additional safety issues to
be addressed by the project.

Community Outreach

The roadway is failing in multiple locations leading to increased safety concerns for the vehicular public.
This roadway is also utilized for the annual Buckeye Marathon, a Boston Marathon qualifier, in which
runners utilize this roadway at the last stretch of the marathon. These roadway improvements will
ensure runners are able to utilize a functioning roadway free of cracks, potholes, and uneven surfaces.
Additionally, the Buckeye Municipal Airport holds several annual large events throughout the year,
including the Buckeye Marathon, the Buckeye Air Fair, and Buckeye's Independence Day event. The
proposed improvements will improve safety for all eventgoers throughout the year. This reconstruction
project includes the restriping and replacement of non-compliant MUTCD roadway striping and
signage.
