Project Overview:
Zoning Case PLZZ-24-0012 is a request to amend a Planned Area Development (“PAD”) on approximately
32.5 acres located at the southeast corner of Miller Road & I-10, also known as Maricopa County
Assessor Parcel Numbers 504-63-007Z, -549A, -550, and -551A (collective, the “Property”). This PAD
Amendment requests to change the existing Miller & I-10 PAD to expand the permitted commercial uses
and omit multi-family residential.
Citizen Participation Plan:
Per the requirements of the Buckeye Development Code, a Citizen Participation Plan was prepared and
submitted in conjunction with the rezone application materials. That Plan is included as Attachment A:
Citizen Participation Plan to this report.
The following outreach has occurred through the rezoning process for case no. PLZZ-24-0012:
1. Letter - Notice of Neighborhood Meeting:
Property owners within 500 feet of the PAD were notified by mail on February 28, 2025 of a
neighborhood meeting to provide information about this application. The neighborhood
meeting was held at 6:00 p.m. on March 19, 2025 at the Buckeye Elementary School District
Administration Office at 25555 W. Durango Street, Buckeye, AZ 85326. There have been no
responses to the notification or other inquiries from the public on this application.
A summary of this meeting is provided as Attachment B: Neighborhood Meeting Summary of
this Report.
2. Public Hearing Notice:
The applicant provided notice to the public for the scheduled hearing dates for the case by three
methods:

Public hearing notices posted on the site at two locations on April 7, 2025 (see
Attachment C: Site Posting Affidavit)
•
Published legal advertisement in the West Valley Arizona Republic on April 2, 2025
(see Attachment D: Legal Ad Affidavit)
•
A mailed notice letter sent to property owners located within 500 ft. of the property
on April 3, 2025 (see Attachment E: Affidavit of Mailing Notice)
Through the public outreach of the Project, the applicant has not identified any outstanding citizen
concerns that would impact the proposed rezone for the Miller & I-10 PAD amendment.

Citizen Participation Plan
Miller & I-10 PAD
Submitted: February 7, 2025
Purpose:
The purpose of this Citizen Participation Plan is to inform citizens, property owners, neighborhood
associations, agencies, schools and businesses near the site of an application for Miller & I-10, a
proposed major PAD amendment to a commercial center located on the southeast corner of
Interstate 10 and Miller Road. The applicant is requesting a major PAD amendment to approximately
32.5 gross acres.
This amendment request is to modify the approved land uses and arrangement of the approved land
use plan within the Miller & I-10 PAD. The purpose of the request is to facilitate new commercial
development with PAD zoning within the City of Buckeye.
This plan will ensure that those affected by this application will have an adequate opportunity to
learn and comment on the proposal.

Pre-Application Meeting:
A pre-application meeting with the City of Buckeye’s Development Services staff was held on
Thursday, March 28, 2024.
Action Plan:
In order to provide effective citizen participation in conjunction with the applications, the following
actions will be taken to provide opportunities for members of the community to understand and
address any real or perceived impacts of the proposed development:
1. A contact list will be developed for citizens and agencies who are located within 500 feet of
the subject project.
2. All persons listed on the contact list will receive a letter describing the project, site plan and
invitation to a neighborhood meeting to be held at a location in the area to be identified
later.
a. The neighborhood meeting will be an introduction to the project, and opportunity to ask
questions and state concerns. A sign-in list will be used and comment forms provided.
Copies of the sign-in list, any comments and meeting minutes will be provided to the
City of Buckeye Planner assigned to this project and are attached to this Plan.
3. Notice of public hearing shall be provided at least 15 calendar days prior to any public
hearings in the following manner:
a. A public hearing notice to be published in a newspaper of general circulation within
the City of Buckeye;
b. A public hearing notice to be sent to all property owners within 500 feet of all
property lines of the subject property; and
c. A public hearing notice to be posted on the property on a 3-foot by 3-foot sign.
(All materials such as sign-in lists, comments, and petitions received are copied to the City of
Buckeye.)

A neighborhood meeting for case PLZZ-24-0012 to rezone approximately 32.5 acres located at
the southeast corner of Miller Road & I-10 was held on Wednesday, March 19, 2025 at 6:00 p.m. The
application is for a Major Planned Area Development (“PAD”) Amendment to amend the existing Miller
& I-10 PAD to expand the permitted commercial uses and omit multi-family residential. Notice was
mailed to property owners within 500 feet of the Property in accordance with Section 8.2.6.C of the
Development Code. Proof of notice and a summary of the meeting is included within Attachment A:
Citizen Participation Plan of the Citizen Participation Report.
The meeting was held at the Buckeye Elementary School District Administration Office located at
25555 W. Durango Street, Buckeye, AZ 85326. No members of the public were in attendance. The
development was present as well as two staff members and three elected officials. A copy of the sign-in
sheet is included as Exhibit A of this summary.
