Presentation and discussion regarding Monroe Avenue future cross-section and streetscape design. 
SUMMARY
PROJECT DESCRIPTION:
Development Services Staff will present on the past and current activities related to the Monroe
restriping and streetscape project. Staff will present lane configuration options and related impacts to
landscaping and pedestrian spaces, e.g. two-lane, three-lane, or returning to the previous four-lane
configuration and related widths for pedestrian ways, cafe-style seating, and on-street parking.
Discussion and feedback on these topics will inform the short-term interim striping and landscape project
intended for fiscal year 2025-26 and shape the long-term proposal for the ultimate section for Monroe
from 1st Street to 9th Street and adjacent areas. 
BENEFITS:
An enhanced streetscape, landscape, and pedestrian environment in Buckeye's downtown core can lead
to increased business investment and future shopping and dining activities in downtown. 
FUTURE ACTION:
The City Council may be asked to consider future requests to authorize interim striping/re-striping,
landscaping, and pedestrian amenities along Monroe. Further, the City Council will consider long-term
Capital Improvement Project (CIP) requests to reconstruct Monroe, which includes underground utility
enhancements, street furniture, lighting, landscaping, and potential pedestrian and/or traffic signals as
part of the overall five-year CIP.

FINANCIAL IMPACT STATEMENT:
Although a fiscal impact analysis has not been conducted on this specific project, all new development
will have an ongoing fiscal impact on the city. The development is responsible for construction of all
infrastructure necessary to serve the site and will generate one-time revenue for the city such as permit
fees, construction sales tax and development impact fees. Longer term fiscal impacts include increased
demands for municipal services, the costs of which may or may not be offset by increased property
values/tax levies, city sales tax, state shared revenues and the increased demand for commercial and
retail development. Any areas that will be maintained by the city are constructed by the developer and
then conveyed to the city two years after construction.
