1. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL 
Chairperson Ted Burton called the meeting to order at 6:00 p.m. 
 
Members present:  Chair Ted Burton, Commissioner Gina Ragsdale, Commissioner Deanna Kupcik 
participated virtually, Commissioner Donald Bassler, Commissioner Sebastian 
Trupiano, Alternate Charles Hester seated for District 4, Alternate Les Manuel 
seated for District 1, Alternate Douglas McDonald 
 
Members absent:   Commissioner Rebecca Puppe, Vice Chair Anthony DiMascio, Alternate Ryan 
Belshee

2. MINUTES 
2A. APPROVAL OF MINUTES FROM THE APRIL 8, 2025 PLANNING AND ZONING 
COMMISSSION REGULAR MEETING. 
A motion was made by Commissioner Ragsdale and seconded by Commissioner Trupiano to approve 
minutes as presented. Approval 7-0. Motion carried. 
 
 
3. REGULAR AGENDA 
3A. YUMA & APACHE MULTI-FAMILY – SITE PLAN (PLZSP-24-0031) 
Principal Planner Mandy Woods presented and was available to answer questions from the 
Commission. 
Commissioner Trupiano asked if the developer typically builds multi-story structures. 
Developer representative Mark Lambing informed the Commission that the multi-story products are 
typical of Dominion but they observed a market need for this type of development and would be family 
oriented with full-time on-site management. 
Commissioner Bassler spoke of his concern regarding the additional traffic this project will bring to 
Yuma Road and improvements to the intersection of Yuma and Watson. City Traffic Engineer John 
Willett informed the Commission that improvements are currently under review for the intersection of 
Yuma and Watson. 
Commissioner Kupcik asked if the additional traffic would warrant a traffic signal at Yuma and Apache. 
Mr. Willett informed the Commission that a signal will be added to the intersection. 
A motion was made by Commissioner Ragsdale and seconded by Alternate Manuel to approve subject 
to conditions ‘a – q’ as presented. Approval 7-0. Motion carried. 
 
 
3B. MILLER & 1-10 – PLANNED AREA DEVELOPMENT MAJOR AMENDMENT (PLZZ-24-0012)

Principal Planner Mandy Woods presented and was available to answer questions from the 
Commission. 
Commissioner Kupcik inquired about the reduction in signage size. Ms. Woods stated that the applicant 
wanted the signs to be more compliant with the city’s existing development code requirements. 
Alternate Hester asked about two lanes for the on and off ramps. Mr. Willett indicated that the north 
bound approach on Miller to I-10 in fact has two lanes to enter the freeway, and this project will not be 
required to do any improvements to Miller Road. 
Commissioner Bassler inquired about Yuma Road being extended along the north side of the project. 
Mr. Willett informed the Commission that Arizona Department of Transportation (ADOT) would not 
allow an intersection on Miller so close to the entry of the I-10. 
Commissioner Trupiano asked if the Miller Road retail area of this project would draw traffic away from 
Watson Road. Ms. Woods indicated that with there not being at the site plan stage, the future of the 
retail along Miller Road is not known. Mr. Trupiano asked if the sign plan would be for individual units. 
Ms. Woods informed the Commission that the sign plan is for the overall project and each development 
unit will have a pylon sign. 
A public hearing was opened at 6:41 p.m. 
With there being no comments from the public, the public hearing closed at 6:41 p.m. 
A motion was made by Commissioner Tupiano and seconded by Commissioner Bassler to recommend 
approval to the Mayor and City Council subject to conditions ‘a – t’ as presented. Approval 7-0. Motion 
carried. 
 
 
3C. PROSE VERRADO – SITE PLAN (PLZSP-24-0023) 
Planning Manager Ken Galica presented and was available to answer questions from the Commission. 
Alternate Manuel spoke of his concerns with the increase in traffic in the area. City Traffic Engineer 
John Willett informed the Commission that ADOT is currently working on the interchange 
improvements. 
Commissioner Bassler asked if Fillmore Street continues to the east. Mr. Galica indicated that Fillmore 
Street will extend just past the project with no current plans to go further east. 
Commissioner Trupiano asked if there will be something in the interior corridors to maximize air-flow. 
Mr. Galica informed the Commission that the corridors are open and should create a wind-tunnel effect. 
A motion was made by Commissioner Ragsdale and seconded by Alternate Manuel to approve subject 
to conditions ‘a – ee’ as presented. Approval 7-0. Motion carried. 
 
 
4. COMMENTS FROM THE PUBLIC 
None. 
 
 
5. PLANNING MANAGER REPORT AND SUMMARY OF CURRENT EVENTS 
Ken Galica informed the Commission of upcoming agenda items to include Parks and Rec Master Plan 
and the summer meeting schedule. 
 
 
6. PLANNING AND ZONING COMMISSION SUMMARY OF CURRENT EVENTS 
Commissioner Kupcik informed the Commission and public that the city has drafted a letter to the 
governor encouraging her to sign the bill regarding the widening of the I-10. 
 
 
7. ADJOURNMENT 
With there being no further business, Chair Burton adjourned the meeting at 7:07 p.m.
