Council to take action on Change Order No. 3 to the Professional Services Agreement (Contract No.
2021021) between the City of Buckeye, an Arizona municipal corporation, and Hazen and Sawyer, a
New York corporation, related to services required to complete the design of Farallon Water Campus No.
16; and authorize the City Manager to execute and deliver said Change Order on behalf of the City of
Buckeye; and authorize and direct the City Manager to execute all remaining financial and contracting
activities within the project's previously approved budget of $55,000,000.
SUMMARY
PROJECT DESCRIPTION:
Hazen & Sawyer was awarded a professional services contract on August 17, 2021 to design the
Farallon Water Campus. Since then, two no-cost contract amendments were executed on September 14,
2023 and on February 5, 2024 for amendments #1 & #2, respectively, to assist and support the
Construction Manager at Risk project team for construction services.
During the construction phase, the project team value engineered a better solution to providing water to
the Westpark Community. By changing the pressure reducing valve (PRV) location from Lower Buckeye
Rd to Durango Rd and adding another PRV to the existing Westpark Booster Station, the booster station
can be removed from operation, thereby saving the city thousands of dollars annually on operational and
maintenance costs. Additionally, changing the PRV location from Lower Buckeye Rd saved
approximately $500,000 in construction costs.
Amendment No. 3 will allow Hazen & Sawyer to perform the design and permitting of the two
aforementioned PRV installations and decommissioning of the existing booster station, as well as extend
their contract to Sept 30, 2025 in order to closeout permits and as-builts for project.
Additionally, staff is requesting authorization from City Council to move forward with all future activities,
including but limited to purchasing and contracting activities, required by the project, and within the
approved project budget, in order to meet the Farallon Water Campus project completion date and
ensure service to customers is not interrupted.
BENEFITS:
Long-term cost savings in construction, operations, and maintenance, and ensured water service to
Buckeye customers.

FUTURE ACTION:
Funding for this project is budgeted in FY25 capital improvement program.
