Council to take action to establish a Capital Improvement Program (CIP) Project for the White Tank
Recovery Well Project; and authorize the City Manager to execute all subsequent agreements within the
scope of the Capital Improvement Program project, for a total project cost not to exceed $12,000,000.  
SUMMARY
PROJECT DESCRIPTION:
The City of Buckeye's Water Resources and Finance Departments are requesting Council approval to
establish a new Capital Improvement Project for the White Tank Recovery Well project. This recovery
well will allow the City to extract effluent long-term storage credits within the Tartesso groundwater
savings facility to be deployed in the White Tank Alternative Path to Assured Water Supply service area.
If approved by Council, the City Manager will have authority to execute all subsequent agreements and
transactions within the Capital Improvement Project, in an amount not to exceed $12,000,000.
Procurements greater than $250,000.00 shall be approved by Council in accordance with Chapter 24 of
the City Code. On January 21, 2025, Council approved the execution of an Intergovernmental Grant
Agreement (IGA) with the State of Arizona for $12,000,000 that will reimburse the City of Buckeye for all
project costs on a monthly basis from commencement of the project until completion of the project. The
new recovery well will be drilled north of the Tartesso reclamation facility and south of the Tartesso
community. The reclamation facility will recharge the groundwater table with effluent. The effluent will
seep through the holding pond into the groundwater table. The water will enter the recovery well by way
of natural means. The recovery well will be connected to the Tartesso water facility system where it will
be treated for delivery to the Tartesso community.
BENEFITS:
The approval of this Capital Improvement Project will improve the City's water service and redundancy of
service while leveraging state grant funds. Grant funds are to be used for the construction of water and
sewer infrastructure within the city limits of the City of Buckeye. The purpose of constructing the
infrastructure is to utilize and distribute renewable water supplies in the White Tank Service Area so long
as such construction furthers Buckeye's aim of receiving a designation as a provider of an assured water
supply. 
FUTURE ACTION:
No future action contemplated.
FINANCIAL IMPACT STATEMENT:
The Federal grant portion is $12,000,000, in which the total cost of this project is not expected to exceed
$12,000,000. Upon Council approval, Finance will encumber $12,000,000 from 30539199-570020 to the
project to cover costs incurred until reimbursement is received. The Water Resources Department may
commence to solicit for services during FY 2025 but does not anticipate any expenditures in FY 2025.
