ACTION/MOTION: (This language identifies the formal motion to be made by the Council) 
Council to take action to approve the creation of one Capital Improvement Program (CIP) Project, known
as the "Maintenance Facility and Parking Lot"; and, in connection with the CIP, to authorize the City
Manager to execute that certain Purchase and Sale Agreement (With Escrow Instructions) for the
acquisition of 3.94+ acres (Assessor Parcel Numbers (APN) 400-75-105J, 400-75-105K, and 405-75-
106) between Win Oil Company, Inc., an Arizona corporation, as Seller, and the City of Buckeye, an
Arizona municipal corporation, as Buyer, in an amount not to exceed $1,500,000.00, in substantially the
same form and format attached, and deliver said Agreement on behalf of the City of Buckeye; and
authorize and direct the Mayor, City Manager, City Attorney, and City Clerk to take all steps necessary to
carry out the purpose and intent of the CIP and the Agreement.
SUMMARY
PROJECT DESCRIPTION:
This project involves acquiring three parcels — Assessor Parcel Numbers (APN) 400-75-105K, 400-75-
105J, and 400-75-106 — totaling approximately 3.94 acres, for the purpose of designing and
constructing a potential maintenance facility and associated parking lot.  APN 400-75-105K is situated in
unincorporated area and, during the acquisition process, Seller will cooperate to annex the parcel into
the City of Buckeye.
The scope includes full site design, off-site improvements to adjacent roadways, and the installation of
utilities such as water, sewer, and electrical service. On-site work will consist of paving, access drives,
drainage infrastructure, and landscaping, all designed in accordance with City standards. The facility will
include security features, fencing, access gates, and lighting as needed for operations.
Excluded from this scope are administrative or public-facing building components, environmental
remediation beyond typical site preparation, future expansion planning, and operational staffing or
equipment procurement. Major arterial or signal improvements not directly tied to site access are also not
included.
BENEFITS:
Benefits include investments into the growing downtown area, installation of public infrastructure, and an
investment for city strategic purposes. 
FUTURE ACTION:
Once the Purchase and Sale Agreement (With Escrow Instructions) is fully executed, the parties will

open escrow and the actions necessary to close escrow, as set forth in the Agreement, will be
performed, including annexation of Assessor Parcel Number 400-75-105K into the City.
FINANCIAL IMPACT STATEMENT:
Council to approve transfer of appropriations of $1,750,000 from project 108080 in account 50213170-
543217 to project 109520 in account 50211187-543238. Project funds for 108080 will be included with
the FY26 budget at the required project budget.
The land acquisition is not-to-exceed (NTE) $1,500,000.00. The civil-based design fees are NTE
$250,000.00. This phase of the project including the design and land is NTE $1,750,000.00.
