Project Administration
Project Title: Central Region COOP/EOP Cloud 
Project Description: CPG101 requires states, counties, cities, towns and tribal entities to align their 
COOP and emergency plans horizontally and vertically. While much progress has been made toward this 
essential initiative through manual means, there are increased efficiencies through planning in a 
common, web-based environment. This project is to sustain the cloud-based software system that 
unites planner efforts of city, town, tribal, and county agencies in the Central Region. The software 
allows for the easy development, sharing, updating, activation and maintenance of plans. It meets the 
requirement to distribute planning responsibilities to key stakeholders and staff while maintaining 
standardized environments. It allows the region to scale planning efforts across large, complicated 
organizations in an efficient and effective manner. This proposal is to sustain the software system which 
the RAC invested in previous years and provides for the related training involved in onboarding 
additional users, training new staff due to attrition or those added to the effort.

This project enables all central region partners to build and maintain readily available 
continuity and emergency operations plans using a consistent planning platform. Both 
Municipal emergency operations planning and continuity of operations planning 
provides timely direction, control, and coordination before, during, and after terrorist

attacks, man-made incidents and natural disasters. These plans may further be used in 
any environment that is threatened, diminished, or incapacitated due to terrorist 
attacks, man-made incidents and natural disasters. Through this project, participating 
partners may use their plans to remain operational and maintain essential response 
functions while also preparing organizational and community recovery actions.

a.
The central region currently utilizes a cloud-based software system and associated 
trainings which enables jurisdictional partners to access the software and use templates 
in order to develop current and relevant COOP/EOPs in accordance with CPG101. This 
grant submission is to extend use of this cloud-based software system.

How will this project help your agency to achieve the capability target selected above?
a.
This project provides continual use of a secure and sustainable common planning 
environment for all central region partners. Terrorist attacks, man-made incidents, and 
natural disaster focused mitigation and planning efforts are managed through local and 
county level collaboration allowing for easy development, sharing, updating, and 
maintenance of preparedness, response, and recovery plans. Additionally, this software 
serves as a force multiplier for those organizations without dedicated emergency 
management staff in which plan development is an additional duty. Without this project 
municipalities are restricted to computer products which hinder plan coordination, 
version control, and secure storage capabilities.
