Recommendation 
 
Council is requested to approve the award as recommended. 
 
The Public Safety Support Department and Procurement Services recommend awarding 
the contract to the sole source vendor, Agilent Technologies, Inc., in an amount not to 
exceed $475,000, based on estimated requirements.  
 
Background / Discussion 
 
This purchase provides a liquid chromatograph-tandem mass spectrometry (LC-MS/MS) 
instrument and associated materials and supplies to support forensic toxicology testing for 
the Forensic Services Toxicology Unit. The Department has been awarded a grant from the 
Governor’s Office of Highway Safety with the Oversight Council on Driving or Operating 
Under the Influence Abatement (DUI Abatement Council) to purchase the instrument and 
one year of supplies. 
 
The Forensic Services Toxicology Unit processes approximately 3,000 cases annually and 
provides toxicological testing for driving under the influence of drugs (DUID), drug-
facilitated sexual assault (DFSA), and other criminal investigations for Mesa, Gilbert, 
Tempe, and Queen Creek. The unit currently relies on an immunoassay-based drug 
screening method that has experienced recurring supply chain disruptions, increasing 
costs, and operational limitations. This purchase will replace the current method and 
introduce a comprehensive screening and confirmation system that expands detection of 
commonly encountered drugs, reduces reliance on unreliable sole-source consumables, 
and improves the efficiency and reliability of toxicology testing. Agilent Technologies, Inc. is 
the sole manufacturer and provider for the accompanying hardware and software.
