The Mesa Fire and Medical Department and Procurement Services recommend authorizing the purchase using the Sourcewell cooperative contract with Fire Truck Solutions in an amount not to exceed $1,670,501, based on estimated requirements. Background / Discussion The Mesa Fire and Medical Department is requesting the purchase of one E-One Cyclone Custom Cab Utility Truck as an essential need to support critical emergency operations. The current unit, a 2003 model with 131,000 miles, has exceeded its reliable service life and no longer meets the operational demands placed on it. A new utility truck will provide dependable on-scene air supply, portable lighting for nighttime and low-visibility incidents, and rehabilitation support to ensure firefighter health and safety during extended operations. Replacement of the aging unit with a modern, dependable utility truck will reduce downtime, lower maintenance costs, and ensure consistent availability of essential support functions during emergency responses. Because fire apparatuses currently take two to three years from order to delivery, it is necessary to initiate purchases well in advance. The unit being replaced will be traded, auctioned or sold. The Sourcewell cooperative contract has been competitively bid and meets the City’s procurement requirements. Utilizing the Sourcewell contract allows the City to receive competitive rates based on a formally solicited agreement. The City believes the pricing is fair and reasonable and that soliciting for this single unit would not result in the City receiving more favorable pricing or terms.
