Three-Year Term Contract for Tungsten TotalAgility for the Department of 
Innovation and Technology (Sole Source) (Citywide) 
 
Recommendation 
 
Council is requested to approve the award as recommended. 
 
The Department of Innovation and Technology and Procurement Services recommend 
awarding the contract to the sole source vendor, enChoice, in an amount not to exceed 
$150,000.00 for Year 1, which includes subscription cost and installation services, and an 
amount not to exceed $100,000 annually for subscription renewal for Years 2-3, with an 
annual increase allowance of up to 5% or the adjusted Consumer Price Index. 
 
Background / Discussion 
 
This purchase will replace the City’s existing enterprise document scanning platform, which 
is used to capture, process, and manage document images within the City’s enterprise 
document repository. The upgraded solution is a key component in advancing the City’s 
Climate Action Plan and supporting broader digital transformation initiatives. The 
procurement includes the first year of subscription and professional implementation support 
services, followed by two additional years of subscription renewals. 
 
The existing platform will reach end of life in December 2026, after which it will no longer 
receive vendor support, security updates, or product enhancements. The enterprise 
document management system is heavily utilized by the Mesa Municipal Court, Human 
Resources, Engineering, Financial Services, and Business Services departments. 
enChoice is the developer of this software and is the sole source provider for all licensing, 
updates, upgrades, support, and maintenance services.
