Intergovernmental Agreement for Detention Officer Training Between the 
City of Mesa and the City of Phoenix (Citywide) 
 
 
Purpose and Recommendation 
 
The City of Mesa Police Department is respectfully requesting the Mesa City Council 
approve and authorize the City Manager or designee to enter into an Intergovernmental 
Agreement with the City of Phoenix to provide detention officer training. 
 
Background 
 
Through an Intergovernmental Agreement, the City of Mesa will train City of Phoenix 
detention officer trainees in the Mesa Basic Detention Officer Training Academy.  
 
Discussion 
 
Employees of both Parties shall be subject to the same standards for purposes of 
training and academics.  Mesa will regularly communicate with Phoenix on issues that 
may affect the ability of a Phoenix employee to successfully complete the training 
program.   
 
 
Alternatives 
 
Decline the Intergovernmental Agreement. If this proposal is not supported, the current 
policies and practices of the Department shall be followed regarding training.

Fiscal Impact 
 
Phoenix agrees to provide Phoenix trainees with equipment, uniforms and consumables 
needed to participate in the Training Academy.  Upon reasonable request by Mesa, 
Phoenix agrees to provide training officers, instructors or administrative assistance.  At 
this time, the Police Department is not collecting any fees from Phoenix to participate.   
 
Coordinated With 
 
The City of Mesa Police Department recommends the approval of the Intergovernmental 
Agreement with the City of Phoenix.
