Housing and Community Development Advisory Board (HCDAB) Thursday, Apr. 2, 2026 Meeting Time: 6:00 p.m. Meeting Minutes The Housing and Community Development Advisory Board Members meet for a Regular Meeting at City Hall – Study Session Room, 20 E. Main Street, Mesa, AZ 85201. Board Members BOARD MEMBERS PRESENT MEMBERS ABSENT STAFF PRESENT Scott Kenji Garcia Diana Yazzie Devine - Excused Michelle Albanese Brian Hurd LaGrant Jackson (Vice-Chair) – Unexcused Marcy Magallanez-Snow Nicolle Karantinos Habigail Nonthe Scott (Chair) – Unexcused Michele Payakovich Amanda Miller Brett Ranta Monica Thompson Guest Present Victoria Garcia Corban Garcia Jacob Garcia The Housing and Community Development Advisory Board bylaws state “In the event both the Chairperson and Vice-Chairperson are unable to preside at the meeting, the members shall appoint a Chairperson Pro Tem for that specific meeting.” The Housing and Community Development Advisory Board Liaison, Marcy Magallanez-Snow calls the meeting to order at 6:00 p.m. and opens the floor for nominations for Chairperson Pro Tem. It is moved by Board Member Brian Hurd and second by Board Member Amanda Miller for Nicolle Karantinos to serve as Chairperson Pro Tem. Upon Tabulation of votes, it shows: AYES – Garcia, Hurd, Karantinos, Miller, Ranta, and Thompson NAYS – None Carried unanimously. Chair’s call to order Nicolle Karantinos starts roll call at 6:01 p.m. Board members Habigail Nonthe Scott and LaGrant Jackson are not available to attend tonight’s meeting. *2. Board Member Status Jacob Martinez resigned from the board effective March 23, 2026. The board would like to recognize Jacob’s service to the City of Mesa and the Housing and Community Development Advisory Board. *3. Approval of minutes of previous meetings as written Minutes from Mar. 5, 2026, Regular Board minutes. It is moved by Board Member Amand Miller and second by Board Member Monica Thompson that the meeting minutes be approved. Upon Tabulation of votes, it shows: AYES – Garcia, Hurd, Karantinos, Miller, Ranta, and Thompson NAYS – None Carried unanimously. *4. Items from citizens present Members of the audience may address the Board on any item. State statute prohibits the Housing and Community Development Advisory Board (HCDAB) from discussing an item that is not on the agenda; however, the Board does listen to concerns and has staff follow up on any questions raised. No items presented to the board. *5. Discussion and action items *5-a. FY 2026/2027 Funding Recommendations The board hears a presentation by Michelle Albanese, Housing and Community Development Director about the FY 2026/2027 Funding Recommendations. The Housing and Community Development Advisory Board hears, reviews, and discusses the FY 2026/2027 Funding Recommendations. Board member Amanda Miller would like to state for the record, that she believes the Off The Streets program is an important program and she would like to see the program get funded. Board member Amanda Miller thanks staff for their work during the funding process. FY 2026/2027 Annual Action Plan The board hears a presentation by Michele Payakovich, Housing and Community Development Coordinator about the FY 2026/2027 Annual Action Plan. The Housing and Community Development Advisory Board hears, reviews, and discusses the FY 2026/2027 Annual Action Plan. *6. Discuss the schedule of future meetings Future HCDAB Meetings HCDAB Regular Meeting – May. 7, 2026, 6:00 p.m., City Hall/Study Session Room, 20 E. Main Street, Mesa, 85201. HCDAB Regular Meeting – Sept. 3, 2026, 6:00 p.m., City Hall/Study Session Room, 20 E. Main Street, Mesa, 85201. *7. Adjournment Without objection, the Regular Housing and Community Development Advisory Board meeting is adjourned at 6:49 p.m. It is moved by Board Member Scott Kenji Garci and seconded by Board Member Amanda Miller that the meeting be adjourned. Upon Tabulation of votes, it shows: AYES – Garcia, Hurd, Karantinos, Miller, Ranta, and Thompson NAYS – None Carried unanimously. I hereby certify that the foregoing minutes of the Regular Meeting of the Housing and Community Development Advisory Board of Mesa, Arizona, held on the 2nd day of April 2026.
