RESOLUTION NO. 2656
A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF TOLLESON, ARIZONA,
APPROVING THE THIRD AMENDMENT TO THE INTERGOVERNMENTAL AGREEMENT
BETWEEN THE CITY OF TOLLESON AND THE CITY OF EL MIRAGE, ARIZONA, FOR
POLICE AND FIRE DISPATCH SERVICES AND ADMINISTRATION, RELATED TO THE
ANNUAL COST ADJUSTMENT AND RADIO CONSOLE UPGRADE.
WHEREAS, pursuant to A.R.S. § 11-951 et seq., public agencies may enter into
intergovernmental agreements for joint or cooperative action; and
WHEREAS, the City of Tolleson and the City of El Mirage, Arizona, (“Parties”) entered into
an Intergovernmental Agreement on April 18, 2023, and amended by Amendment No. 1 dated July
1, 2024, and Amendment No. 2 dated November 17, 2025 (the “IGA”); and
WHEREAS, the Parties desire to amend the Agreement to provide for the annual cost
adjustment and the upgrade of El Mirage's radio console.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF
TOLLESON, ARIZONA, as follows:
Section 1. The recitals above are hereby incorporated as if fully set forth herein.
Section 2. The Third Amendment to the Intergovernmental Agreement between the City of
Tolleson and the City of El Mirage, Arizona, as attached hereto as Exhibit A and incorporated by
reference, is approved.
Section 3. The Mayor, City Manager, City Clerk and City Attorney are hereby authorized and
directed to take all steps necessary to cause the execution and delivery of the Third Amendment to
the Intergovernmental Agreement and to take all steps necessary to carry out the purpose and
intent of this Resolution.
Section 4. This Resolution shall take effect immediately upon its passage and adoption.
PASSED AND ADOPTED by the Mayor and Council of the City of Tolleson, Arizona, on this
14th day of July, 2026.

AMENDMENT NO. 3 TO THE INTERGOVERNMENTAL AGREEMENT
BETWEEN
THE CITY OF EL MIRAGE AND THE CITY OF TOLLESON
FOR POLICE AND FIRE DISPATCH SERVICES AND ADMINISTRATION
THIS AMENDMENT NO. 3 between the City of El Mirage, an Arizona municipal
corporation, (“El Mirage”), and the City of Tolleson, an Arizona municipal corporation,
(“Tolleson”), is hereby entered into and shall be effective on the last signature date set forth
below. El Mirage and Tolleson are jointly referred to herein as the “Parties” and individually as a
“Party.”
RECITALS
WHEREAS, the Parties entered into an Intergovernmental Agreement dated April 18,
2023, and amended by Amendment No. 1 dated July 1, 2024 and Amendment No. 2 dated
November 17 2025, (collectively, the “Agreement”) for police and fire dispatch services and
administration; and
WHEREAS, the terms of the Agreement set forth that said Agreement will automatically
renew annually for a period not to exceed ten (10) years; and
WHEREAS, the Parties have met in accordance with Section 5.1 of the Agreement and
agreed on an updated annual fee for the fiscal year FY2026-2027 (July 1, 2026 – June 30, 2027)
and have also agreed that El Mirage will pay Tolleson $112,000 for a Radio Console upgrade.
AGREEMENTS
The Recitals are accurate and are incorporated and made a part of the Agreement by this
reference.
The Parties agree to an annual cost adjustment and that El Mirage shall pay Tolleson an
annual fee of $1,487,800 for FY2026/2027 in quarterly increments beginning July 1, 2026, and
have also agreed that El Mirage will pay Tolleson $112,000 for a Radio Console upgrade.
All other terms and conditions of the Agreement remain unchanged and in full force and
effect.
