The Design Review Board of the City of Mesa met in the Study Session room at City Hall, 20 East Main 
Street, on June 9, 2026, at 4:31 p.m.

Discuss and take action on the following Design Review case: 
 
2-a. 
ZON26-00419. "Longbow Mixed-Use," 3.3 ± acres located approximately 1,700 feet west of 
the southwest corner of North Recker Road and East Longbow Parkway. Design Review and 
Alternative Compliance to allow for the construction of a Hotel and future commercial 
development. (District 5)

Boardmember Neal arrived at the meeting at 4:36 pm.  
 
Principal Planner, Cassidy Welch, introduced case ZON26-00419, a request for design review 
and alternative compliance for a mixed-use development within the Longbow Business Park. 
The proposal includes a 58,000-square-foot, three-story hotel on a 3.3-acre site located on the 
south side of Longbow Parkway, west of Wrecker Road and south of Loop 202. The property is 
zoned Light Industrial with a PAD overlay associated with the Longbow Business Park. The 
applicant previously submitted a different configuration; however, the revised plan relocates the 
hotel outside the Airport Overflight Area and reduces the height from four stories to three. (See 
Page 1 through Page 5 of Attachment 1) 
 
Ms. Welch stated that the proposed site plan includes 124 hotel rooms and two access points 
from Longbow Parkway one existing and one to be constructed. A future commercial pad 
remains part of the overall development. The applicant is requesting alternative compliance 
from Section 11-7-5 of the Mesa Zoning Ordinance because the plan includes more than two 
rows of parking between the building and the street. Staff supports the request, noting that the 
configuration allows the hotel to better engage with the golf course and trail amenities to the 
south, whereas strict compliance would shift the building toward the street and place parking 
between the hotel and those amenities. (See Page 6 through Page 9 of Attachment 1) 
 
Ms. Welch reported that the landscape plan includes a variety of trees and shrubs, such as 
mulga, palo verde, desert willow, ironwood, Mexican honeysuckle, Texas sage, and creosote,  
and complies with the Longbow Business Park design guidelines. The proposed elevations 
remain consistent with previously approved materials and building forms, and updated 
renderings show an L-shaped building that provides additional articulation and façade 
movement. Material samples were also provided. (See Page 10 through Page 15 of Attachment 
1)  
 
Ms. Welch explained that, as part of the citizen participation process, staff received one 
comment from an adjacent property owner regarding exterior AC vent placement, material 
quality, and window sizing for acoustic performance. Staff determined that the proposal 
complies with the Mesa General Plan and recommended approval with conditions. Ms. Welch 
indicated availability to answer questions. (See Page 16 through Page 17 of Attachment 1) 
 
 
 
The Design Review Board added a condition of approval based on the Staff presentation.

Prior to issuance of a building permit, submit for Planning Director review and approval a 
revised landscape plan that replaces thorny plant varieties adjacent to pedestrian 
walkways with approved thornless varieties.  
 
It was moved by Boardmember Winstanley, seconded by Boardmember Neal, that ZON26-
00419. Longbow Mixed-Use, be approved.

3-a.    DRB25-00979. “Century Marine SCIP,” 4± acres located at 3302 East Main Street. Alternative 
Compliance to allow for an approximately 20,400± square foot expansion to the existing Vehicle 
Sales and Service facility.  (District 1) 
 
 
 
Planner l, Sergio Solis, presented Design Review Board case DRB25-00979, a request from 
Century Marine for alternative compliance associated with a proposed 20,000-square-foot 
expansion to an existing vehicle sales and service facility located at 3302 East Main Street. The 
four-acre site lies on the north side of Main Street between Lindsay Road and Val Vista Drive 
and is designated as an Urban Center in the General Plan. (See Page 1 through Page 4 of 
Attachment 2) 
 
Mr. Solis presented site context and noted that portions of the Main Street frontage include an 
8-foot masonry wall, while other areas use wrought-iron fencing. The applicant’s site plan shows 
the existing boat testing pond on the northwest portion of the property and the new building on 
the east side of the site. New landscaping is proposed adjacent to the west and south sides of 
the building, while perimeter landscaping remains unchanged. (See Page 5 through Page 8 of 
Attachment 2) 
 
Mr. Solis added because the project was submitted under the previous zoning code, the building 
elevations are subject to former material-percentage requirements, which mandate at least 
three distinct materials and limit any single material to no more than 50% of a façade. The 
applicant is requesting alternative compliance for the north and east elevations, where material 
percentages exceed the allowed maximums. Materials include smooth and scored stucco, 
horizontal metal paneling, and steel stud lattice. Staff noted that portions of the south elevation 
are screened by the existing masonry wall. (See Page 9 through Page 14 of Attachment 2) 
 
Mr. Solis presented the renderings and elevation drawings, including views from Main Street 
and internal site perspectives. Staff requested the Board’s consideration and feedback on the 
elevations and the applicant’s request for alternative compliance. (See Page 15 through Page 
23 of Attachment 2) 
 
 
The Design Review Board made recommendations based on the Staff presentation.

Planner ll, Tulili Tuiteleleapaga-Howard, presented case DRB26-00116, Udall Office Center, a 
request for alternative compliance to allow construction of an approximately 3,808-square foot 
office building with an 869-square-foot garage on a 1.3-acre site at the southwest corner of 
McDowell Road and Val Vista Drive. (See Page 1 through Page 4 of Attachment 3) 
 
Ms. Tuiteleleapaga-Howard presented current photos showing the site is vacant. The proposed 
site plan includes the office building, garage, and a series of employee amenities on the west 
side of the property, including a putting green, garden, and volleyball courts. The landscape 
plan incorporates a variety of trees such asChitalia, Texas mountain laurel, and Chinese 
pistache, along with shrubs including blue hibiscus, red fairy duster, and red bird of paradise.
