April 20, 2026
The City Council of the City of Mesa met in a Special Council Meeting in the Study Session room at City
Hall, 20 East Main Street, on April 20, 2026, at 3:00 p.m.

Roll Call.
Mayor Freeman conducted a roll call.
Mayor Freeman excused Councilmember Goforth from the entire meeting.
(Mayor Freeman excused Councilmember Taylor from the beginning of the meeting; she arrived
at 3:05 p.m.)

Convene an Executive Session.
It was moved by Councilmember Adams, seconded by Vice Mayor Somers, that the Council
adjourn the Study Session at 3:03 p.m. and enter into an Executive Session.
Upon tabulation of votes, it showed:
AYES – Freeman–Somers–Adams–Duff–Heredia
NAYS – None
ABSENT – Goforth–Taylor
Mayor Freeman declared the motion carried unanimously by those present.

Discussion or consultation for legal advice with the City Attorney [A.R.S. § 38-431.03A
(3)]. Discussion or consultation with the City Attorney in order to consider the City’s

position and instruct the City Attorney regarding the City’s position regarding contracts
that are the subject of negotiations [A.R.S. § 38-431.03A(4)].
1. Development agreement and related agreements for the development of real property
generally located west and south of State Route 24, east of South Ellsworth Road, north
of East Pecos Road, and west of the future South Crismon Road Alignment.

Adjournment.
Without objection, the Special Session adjourned at 5:11 p.m.
