City Council Report Date: July 20, 2026 To: City Council Through: Michael Kennington, Deputy City Manager/Chief Financial Officer From: Edward Quedens, Business Services Director Kristy Garcia, Procurement Administrator Subject: One-Year Use of a Cooperative Term Contract with Two, One-Year Renewal Options for the Purchase of Field and Turf Irrigation, and Landscaping Products, and Specialty Conditioners and Soils for the Parks, Recreation and Community Facilities Department (Citywide) Recommendation Council is requested to approve the award as recommended. The Parks, Recreation and Community Facilities Department and Procurement Services recommend authorizing the purchase using the BuyBoard cooperative contract with Interspec, LLC, in an amount not to exceed $300,000 annually, with an annual increase allowance of up to 5% or the adjusted Consumer Price Index. Background / Discussion This contract will provide the necessary irrigation, parts, replacement equipment, new equipment, and repairs to support the Motorola IRRInet Irrigation Control Systems in the City’s Park and Facilities system. This contract will also provide support for PRCF’s Enterprise Application Software (EAS), Mottech Irrigation Control Center (ICC Pro). The controllers currently deployed in the City’s system are managed through state-of-the- art, networked, centralized irrigation control system, as a tool to assist in better management of limited water resources; to protect, enhance and beautify the landscapes at parks and facilities; to monitor chemical systems for public safety; to control facility lighting; and various other aspects such as pump station and lake fill controls. The Motorola IRRInet System functions as a SCADA (Supervisor Control and Data Acquisition) system. To support the SCADA functions, the City has purchased two site licenses for ICC Pro. This provides City staff with a secure multi-user platform, working from multiple devices/locations to access, manage and monitor all system operations and alarms throughout the City and is an approved system for regulatory requirements applicable to the City’s pool sites. Utilizing Interspec, LLC will ensure continuity of the existing EAS by maintaining compatibility with current and future irrigation components. This will enhance the longevity of the software system by offering updates and after-market support, current and future 2 hardware support, and repair services for the equipment already deployed in the City’s system. Interspec, LLC, is the only vendor authorized in our market to support the use of ICC Pro, in addition to being the exclusive distributor of the irrigation products the City maintains within its system. The BuyBoard cooperative contract has been competitively bid and meets the City’s procurement requirements. Utilizing the BuyBoard contract allows the City to receive competitive rates based on a formally solicited agreement. The City believes the pricing is fair and reasonable and soliciting for these products and services would not result in the City receiving more favorable pricing or terms.
