aaa City Council Report mesa-az Date: July 20, 2026 To: City Council Through: Ken Cost, Assistant City Manager From: Dan Butler, Chief of Police Jason Reno, Commander Subject: Memorandum of Understanding with the Federal Bureau of Investigation — Phoenix Safe Streets Task Force Purpose and Recommendation The City of Mesa Police Department is respectfully requesting the Mesa City Council approve and authorize the City Manager or his designee to enter a Memorandum of Understanding with the Federal Bureau of Investigation to participate in the Phoenix Safe Streets Task Force (SSTF). Background The mission of the SSTF is to identify and target for prosecution criminal enterprise groups responsible for drug trafficking, money laundering, alien smuggling, crimes of violence such as murder and aggravated assault, robbery, and violent street gangs, as well as to intensely focus on the apprehension of dangerous fugitives where there is or may be a federal investigative interest. Discussion The purpose of the MOU is to delineate the responsibilities of Task Force personnel and formalize relationships. The SSTF will enhance the effectiveness of federal/state/local law enforcement resources through a well-coordinated initiative seeking the most effective investigative/prosecutive avenues by which to convict and _ incarcerate dangerous offenders. Alternatives Decline the Memorandum of Understanding. If the MOU is declined, the Police Department will not participate in the Task Force and will forfeit the ability to maximize inter-agency cooperation. Fiscal Impact Unless otherwise agreed in writing, each party shall bear its own costs in relation to the MOU. Expenditures by each party will be subject to its budgetary processes and to the availability of funds and resources pursuant to applicable laws, regulations, and policies. Coordinated With The City of Mesa Police Department recommends the approval of a Memorandum of Understanding with the Federal Bureau of Investigation to participate in the Phoenix Safe Streets Task Force.
