aX, mesaaz City Council Report Date: July 20, 2026 To: City Council Through: Ken Cost, Assistant City Manager From: Dan Butler, Chief of Police Stephanie Derivan, Commander Subject: Intergovernmental Agreement with Queen Creek Unified School District #95 (Citywide) Purpose and Recommendation The City of Mesa Police Department is respectfully requesting that the Mesa City Council approve and authorize the City Manager or his designee to enter into an Intergovernmental Agreement with Queen Creek Unified School District #95 for reimbursement of the salary and benefits of a Mesa Police Officer to perform School Resource Officer duties. Background The City of Mesa began working with the Queen Creek Public Schools to have a School Resource Officer on school grounds in 2019 to contribute to safe school environments that are conducive to teaching and learning. School Resource Officers maintain a visible presence on campus, deter delinquent and violent behaviors, and serve as an available resource to the school community. Discussion The School Resource Officer will be assigned to keep the school safe, advise the school administrators, counsel the children, and teach law related education. Law enforcement officers and school administration will work together to develop programs and handle volatile situations. The Mesa Police Department will only provide a School Resource Officer to the school specified in the Intergovernmental Agreement for the duration of the Intergovernmental Agreement. The Mesa Police Department does not guarantee officer presence for any other school. Alternatives If the Intergovernmental Agreement is not approved, a School Resource Officer will not be placed at Queen Creek Unified School District #95. Fiscal Impact Mesa Police Department personnel will be responsible for submitting invoices on a routine basis to Queen Creek Unified School District #95. The District will reimburse salary and benefits for 40 hours per week for 10 months per school year. The Intergovernmental Agreement provides a mutual agreement for reimbursement of School Resource Officer activities for up to three years. The salary and benefits may vary per year. Coordinated With The City of Mesa Police Department recommends approval to accept the Intergovernmental Agreement with Queen Creek Unified School District #95.
