Purpose:  
The purpose of this Citizen Participation Plan is to inform citizens, property owners, 
neighborhood associations, agencies, schools, and businesses in the vicinity of the site of 
an application for the ER2 Build to Suit. This site is located at 4355 McDowell RD at the 
SWC of N Greenfield Rd & E McDowell Rd and is an application for minor site plan and 
Design Review. This plan will ensure that those affected by this application will have an 
adequate opportunity to learn about and comment on the proposal.

Pre-Submittal Conference: 
Consolidated comments were received 1/22/26 and the Pre-submittal Conference with 
City of Mesa Development Services staff was held on 1/26/2026. Staff reviewed the 
application and noted that, “As part of the first review of a formal application, staff will be 
providing the applicant with a list of property owners, registered neighborhoods, and HOA’s 
to be contacted as a part of the Citizen Participation Process.”  
 
Action Plan: 
To provide effective citizen participation in conjunction with this application, the following 
actions will be taken to provide an opportunity to understand and address any real or 
perceived impacts that the members of the community may have. 
 
With the ER2 project site being zoned LI, the intent of our Citizen Participation Process will 
be to inform the above-mentioned stakeholders about who ER2 is and what they bring to 
the community and receive and answer any questions pertaining to this project. 
 
1. A contact list will be developed for citizens and agencies in this area including: 
a. All Registered neighborhood associations within one mile of the project. 
b. Homeowners Associations within one half mile of the project. 
c. Interested neighbors within 1,000 feet of the project. 
2. All people listed on the contact list will receive a letter describing the project, 
project schedule, site plan and invitation to one neighborhood meeting, to be held 
at a location to be determined later. 
a. This meeting will be an informative meeting discussing the project and 
providing any opportunity for citizens to ask questions or voice concerns. A

sign-in list will be used and comment forms provided. Copies of the sign-in 
list and any comments will be given to the City of Mesa Planner Assigned to 
this project.

the Citizen Participation Report]
