Purpose and Recommendation 
 
The purpose of this report is to provide information to Council concerning the results of 
the bids received for the Elliot Road: Eastern Maricopa Floodway to Ellsworth Road 
project (See Exhibit “A” for the project location). 
 
Staff recommends that Council award a contract for this project to the lowest responsible 
bidder, HEI Civil, in the amount of $17,143,737.55, and authorize a change order 
allowance in the amount of $1,714,373.76 (10%). 
 
Background 
 
In 2019, the City of Mesa completed the Southeast Mesa Land Use and Transportation 
Plan (SELTP) which identified Elliot Road as an urban minor arterial (federal 
classification) that is to be improved to become a six-lane arterial roadway. 
 
The City has received authorization for federal funding through the Surface 
Transportation Block Grant Program (STBG) administered by the Arizona Department of 
Transportation. The STBG program provides funding for general street improvements. 
 
Discussion 
 
This project scope will improve the Elliot Road corridor from a two-lane rural roadway into 
a six-lane major arterial roadway with raised medians, curb/gutter, sidewalk, roadside 
retention basins, traffic signals, street lighting, and median landscaping. A storm drain 
pipe will be installed from Hawes Road to an outfall into the East Maricopa Floodway 
(EMF).

Community Impact – The community will be impacted by traffic restrictions as the 
contractor completes work. There will be continuous communication between the City and 
the team with HEI Civil to limit the impact on the community. Coordination and phasing of 
the work will take place to minimize impacts to the public. 
 
Once underway, construction of this project is anticipated to last no more than 22 months. 
 
Alternatives 
 
An alternative to this project would be to not construct these improvements. This is not 
recommended because of the current pace of development in the area and the loss of 
federal funding through the STBG if the City does not move forward with the. 
 
Fiscal Impact 
 
The total authorized amount recommended for this project is $18,858,111.31, based upon 
the lowest responsible bid of $17,143,737.55, plus an additional $1,714,373.76 (10%) as 
a change order allowance. This change order allowance will only be utilized for approved 
change orders. 
This project is funded by Local Street Sales Tax, of which 94.3% will be reimbursed by 
the federal grant under the STBG program.
