STUDY SESSION MINUTES 
 
August 5, 2026 
 
The Board of Adjustment of the City of Mesa met in the Study Session room at City Hall, 20 East Main 
Street, on August 5, 2026, at 5:00 p.m.

Boardmember Trendler excused Boardmember Glover and Boardmember Sheffield from the 
entire meeting. Boardmember Barrera was absent and did not attend the meeting.

Deputy City Attorney Kelly Whittemore noted that, pursuant to the bylaws, the Vice Chair 
presides over the meeting in the absence of the Chair. Accordingly, Boardmember Paul was 
given the floor to preside over the remainder of the meeting and the public hearing.

Welcomed new Boardmembers Jessica Sarkissian and Spencer Tippetts. Boardmember 
Sarkissian and Boardmember Tippetts gave brief introduction about themselves.

Review and discuss items listed on the Public Hearing agenda for August 5, 2026. 
 
Senior Planner Kellie Rorex reviewed agenda Item 3-a, (BOA26-00168. "Walmart #3089 
Comprehensive Sign Plan," 16.2± acres located approximately 1,385± feet south of the 
southwest corner of East Williams Field Road and South Mountain Road. Special Use 
Permit (SUP). This request will allow for a Comprehensive Sign Plan. (District 6)), on the 
Board of Adjustment Public Hearing agenda and displayed a PowerPoint presentation. (See 
Attachment 1) 
 
Ms. Rorex presented a request for a Special Use Permit (SUP) for a Comprehensive Sign Plan 
(CSP) for Walmart, located on approximately 16.2 acres south of Williamsfield Road at the 
southwest corner of East Destination Auto Drive and South Mountain Road. Staff noted that the 
site is designated as Regional Center under the General Plan and is zoned Light Industrial with 
a Planned Area Development overlay. (See Page 1 through Page 6 of Attachment 1) 
 
Ms. Rorex added the request includes increasing the number of attached signs on the Walmart 
building from seven to 12, increasing the fuel station signs from two to three, allowing two 
Walmart building signs to exceed 160 square feet, and allowing the Walmart building to exceed 
the maximum aggregate sign area. Staff reviewed the proposed elevations and signage and 
noted that the signs are consistent with the Destination Gateway design guidelines. (See Page 
6 through Page 9 of Attachment 1) 
 
Ms. Rorex determined that the request meets the criteria for a Special Use Permit and 
Comprehensive Sign Plan, including consistency with the General Plan, zoning district purpose, 
surrounding properties, public services, and applicable design criteria. Staff also noted that the 
site has unique physical characteristics due to its size and the size of the Walmart building. 
Staff reported that the applicant completed the required citizen participation process, including 
notification of property owners within 1,000 feet, homeowners associations, and registered 
neighborhoods. No calls or emails regarding the proposal had been received by staff. (See 
Page 10 through Page 15 of Attachment 1) 
 
Ms. Rorex concluded that the request complies with the 2050 Mesa General Plan, meets the 
SUP findings under MCO 11-70-75 and the CSP criteria under MCO 11-46-3, and 
recommended approval subject to conditions. (See Page 16 through Page 19 of Attachment 1) 
 
Assistant Planning Director Evan Balmer reviewed agenda Item 3-b, (BOA26-00169. “Century 
Marine SCIP,” 4± acres located at 3302 East Main Street. Substantial Conformance 
Improvement Permit (SCIP). This request will allow for an expansion to the existing 
Vehicle Sales and Service facility.  (District 1)), on the Board of Adjustment Public Hearing 
agenda and displayed a PowerPoint presentation. (See Attachment 2) 
 
Mr. Balmer presented Case BOA26-00169 for Century Marine, a request for a Substantial 
Conformance Improvement Permit for the property located at 3302 East Main Street, west of 
Val vista Drive. The property is designated Urban Center with an Evolved Growth Strategy in 
the General Plan, with convenience services identified as a principal use. The property is zoned 
General Commercial (GC), where vehicle sales are a permitted use. (See Page 1 through Page 
6 of Attachment 2)

Mr. Balmer noted that the property is currently in operation and has a case history dating to 
2007, when a Substantial Conformance Improvement Permit approved deviations related to 
landscape setbacks, foundation base, wall height, and parking. The current proposal includes 
construction of a 20,400-square-foot storage building for boats that are for sale or awaiting 
repair on the east side of the property. Because the addition of a new building requires a new 
permit, the applicant is requesting that the previously approved deviations be incorporated into 
the current permit. The primary request concerns parking. Although the new building would 
require additional parking under the warehouse parking calculation, the applicant requested to 
maintain the existing 30 parking spaces, which staff determined are sufficient for employees and 
customers. (See Page 7 through Page 8 of Attachment 2) 
 
Mr. Balmer reviewed the proposed building elevations and noted that the Design Review Board 
considered the project in June and was complimentary of the building design. The new building 
meets applicable zoning standards, including setbacks and building height. If the permit is 
approved, the related site plan modification may be approved administratively by staff. (See 
Page 9 through Page 11 of Attachment 2) 
 
Mr. Balmer reported that the applicant completed the required citizen participation process by 
notifying property owners within 500 feet, homeowners associations, and registered 
neighborhoods. No feedback was received from the notification process. (See Page 12 of 
Attachment 2) 
 
Mr. Balmer determined that the request complies with the criteria for a Substantial Conformance 
Improvement Permit under MCO 11-73-3 and is consistent with the Mesa General Plan. Staff 
recommended approval subject to conditions. (See Page 13 through Page 14 of Attachment 2) 
 
Vice Chairperson Paul complimented the property owner, stating that the site was clean and 
well maintained and that the proposed project was a good fit for the area. 
 
Vice Chairperson Paul noted that case 3c, BOA26-00182 (Spilsbury Future Site) had been 
continued to the September 2, 2026 Board of Adjustment meeting.  
 
Planner ll Kwasi Abebrese reviewed agenda Item 3-d, (BOA26-00420. "The Arden CSP," 6.6± 
acres located at the northwest corner of North Dobson Road and Cubs Way. Special Use 
Permit (SUP). This request will allow for a Comprehensive Sign Plan. (District 3)), on the 
Board of Adjustment Public Hearing agenda and displayed a PowerPoint presentation. (See 
Attachment 3) 
 
 
Mr. Abebrese presented Case BOA26-00420 for the Arden Multiple Residence Development, a 
request for a Special Use Permit to allow a Comprehensive Sign Plan (CSP) for a multiple 
residence development. The approximately 6.6-acre site is located at the northwest corner of 
Dobson Road and Cubs way and is designated Urban Residential with an Evolved Growth 
Strategy under the General Plan. The property is zoned Multiple Residence-4 with a Bonus 
Intensity Zone overlay, where multiple residences are a permitted use. (See Page 1 through 
Page 6 of Attachment 3) 
 
Mr. Abebrese stated that the site is currently developed with three multiple residence buildings. 
The proposed Comprehensive Sign Plan would allow five signs, consisting of three attached 
blade signs, one wall sign, and one monument sign. The proposed CSP would increase the 
maximum permitted sign area from 32 square feet to 252 square feet and would allow 
illumination on a sign adjacent to Riverview Auto Drive, a local street. (See Page 7 through 
Page 9 of Attachment 3)

Mr. Abebrese reviewed the proposed monument, blade, illuminated, and wall signs and noted 
that the materials, colors, and design elements are intended to complement the existing 
development. The monument sign would incorporate concrete masonry blocks and halo-
illuminated pan-channel letters, while the blade signs would use aluminum with reverse pan-
channel halo-illuminated letters. (See Page 10 through Page 13 of Attachment 3) 
 
Mr. Abebrese determined that the request meets the approval criteria for a Special Use Permit 
under Section 11-70-5 of the Zoning Ordinance and the Comprehensive Sign Plan criteria under 
Section 11-46-3. Mr. Abebrese found that the request is consistent with the General Plan and 
the purpose of the Multiple Residence district, would not be detrimental to surrounding 
properties, and can be adequately served by existing public services and facilities. (See Page 
14 through Page 15 of Attachment 3) 
 
Mr. Abebrese reported that the applicant completed the required citizen participation process by 
mailing notification letters to property owners within 500 feet of the site. No comments or 
feedback had been received from surrounding property owners. (See Page 16 of Attachment 3) 
 
Mr. Abebrese concluded that the request complies with the applicable General Plan and Zoning 
Ordinance criteria and recommended approval subject to conditions. (See Page 17 through 
Page 18 of Attachment 3) 
 
Senior Planner Joshua Grandlienard reviewed agenda Item 3-e, (BOA26-00502. "La Jolla 
Villas," 1.1± acres located at 1500 East Dana Avenue. Substantial Conformance 
Improvement Permit (SCIP). This request will allow for the expansion of an existing 
Multiple Residence development. (District 4)), on the Board of Adjustment Public Hearing 
agenda and displayed a PowerPoint presentation. (See Attachment 4) 
 
Mr. Grandlienard presented Case BOA26-00502, also known as La Jolla Villas, a request for a 
Substantial Conformance Improvement Permit (SCIP) for an existing multiple residence 
development and proposed expansion. The approximately one-acre property is located at 1500 
East Dana Avenue, southeast of the intersection of Main Street and Stapley Drive, and within 
one-quarter mile of a light rail station. (See Page 1 through Page 4 of Attachment 4) 
 
Mr. Grandlienard stated that the site is designated Mixed Residential with an Evolve Growth 
Strategy under the General Plan, with multiple residence as a principal land use. The property is 
zoned RM-2, which allows a maximum density of 15 units per acre. The proposed addition of 
eight units would bring the overall development to the maximum permitted density. The existing 
development contains seven units, with eight additional units proposed on the western portion of 
the site. The project would include a total of 20 parking spaces, which meets the reduced 
parking requirement applicable to developments within one-quarter mile of a light rail station. 
Other site improvements include covered parking, trash enclosures, a solid waste vehicle 
turnaround, and improvements to address dust control. (See Page 5 through Page 8 of 
Attachment 4) 
 
Mr. Grandlienard reviewed the proposed landscape plan and noted that the project meets the 
required amount of landscaping, although some landscaping would be relocated from the 
northern and eastern property lines due to existing site conditions and structures. The proposed 
building elevations are being reviewed concurrently through the development plan process and 
are consistent with the adjacent buildings and applicable code requirements. The requested 
modifications include deviations to building setbacks, landscape setbacks, and perimeter 
landscaping along the northern and eastern property lines due to existing structures and site

conditions. Staff found that the request meets the criteria of Section 11-73-3 of the Mesa Zoning 
Ordinance and is consistent with the 2050 Mesa General Plan. The applicant notified property 
owners within 500 feet of the site, and staff had not received any calls or emails regarding the 
project. Staff recommended approval subject to conditions. (See Page 9 through Page 15 of 
Attachment 4) 
Vice Chairperson Paul requested clarification regarding whether the project involved 
paving or another form of dust control. 
Mr. Grandlienard answered that the site is being paved.

the project as submitted or modified conforms to all of the following criteria:

Approval of the proposed project will advance the goals and objectives of and is

2. The location, size, design, and operating characteristics of the proposed project are

Substantial Conformance Improvement Permit (SCIP)
Per MZO Section 11-73-3, a SCIP shall not be granted unless the Board of Adjustment shall 
find upon sufficient evidence that:
A.
The entire development site will be brought into substantial conformance. Substantial 
conformance shall mean physical improvements to the existing development site 
which constitute the greatest degree of compliance with this Ordinance that can be 
attained without causing or creating any of the following conditions:

The demolition or reconstruction of existing buildings or other significant structures 
(except signs); or
2.

The creation of new non-conforming conditions.

Substantial Conformance Improvement Permit (SCIP)
Per MZO Section 11-73-3, a SCIP shall not be granted unless the Board of Adjustment shall 
find upon sufficient evidence that:
A.
The entire development site will be brought into substantial conformance. Substantial 
conformance shall mean physical improvements to the existing development site 
which constitute the greatest degree of compliance with this Ordinance that can be 
attained without causing or creating any of the following conditions:
1.
The demolition or reconstruction of existing buildings or other significant structures 
(except signs); or
2.
The cessation of the existing conforming use, or the preclusion of any other lawful, 
permitted use.
3.
The creation of new non-conforming conditions.
B.
The improvements authorized by the SCIP will result in a development that is 
compatible with, and not detrimental to, adjacent properties or neighborhoods.
