Assisted Living Oasis of Mesa - ALF 
 
Special Use Permit Compliance Narrative 
The applicant respectfully submits this narrative in support of a Special Use Permit request 
to deviate from the applicable spacing requirements under Section 11-31-14(D) for the 
property located at 1338 W Lobo Ave Mesa, AZ 85202. Based on the proposed operation, 
the physical characteristics of the property, and the surrounding neighborhood context, the 
proposed use satisfies the required findings because it will support resident integration, 
avoid adverse interaction with nearby similar uses, and preserve the established 
residential character of the area. 
Community Integration and Neighbor Interaction 
The proposed use will not interfere with the community integration of residents of any 
existing community residences, assisted living homes, or Assisted Living Centers. The 
proposed use is intended to operate as a residential living environment and will be 
managed in a manner that promotes ordinary neighborhood participation, respectful 
neighbor relations, and routine residential activity.  
The presence of other community residences, assisted living homes, or Assisted Living 
Centers in the broader area will not interfere with the community integration or 
neighborhood interaction of residents of the proposed use. The proposed residence will 
function independently, with its own staffing, programming, transportation, supervision, 
and operational practices as applicable. The use will not rely on nearby similar residences 
for daily operations, shared services, or coordinated institutional activity. As a result, 
residents of the proposed use will be able to participate in neighborhood life without being 
isolated from, or defined by, the presence of other care-related residential uses. 
Residents may occasionally go on outings with family members only and will be supervised 
in accordance with the facility’s policies and procedures. Most, if not all, residents attend 
medical appointments virtually or through on-site mobile medical practitioners. Staff are 
not permitted to transport residents due to insurance requirements.  
Residential Character and Avoidance of Institutional Concentration 
The proposed use, in combination with any existing community residences, assisted living 
homes, or Assisted Living Centers, will not alter the residential character of the 
surrounding neighborhood. The property will continue to present and operate as a 
residence, with exterior appearance, scale, access, parking, and daily activity patterns that

are compatible with nearby homes. The proposed use will not introduce signage, traffic 
patterns, noise, congregation, or service intensity that would cause the area to appear or 
function as an institutional setting. 
The proposed use also will not create or intensify a de facto social service district. Although 
the requested Special Use Permit concerns spacing from similar residential care uses, the 
proposed operation will remain modest in character and residential in function. Any nearby 
similar uses will not be clustered or coordinated in a way that concentrates services, 
changes neighborhood identity, or creates an institutional atmosphere. Instead, the 
proposed use will be dispersed within the existing residential fabric and will maintain the 
ordinary appearance and function of a home within the neighborhood. 
Conclusion 
For these reasons, the applicant has demonstrated that the proposed use satisfies the 
criteria of Section 11-31-14(D). The applicant requests that a Special Use Permit may be 
granted because the proposed use will not interfere with the community integration of 
residents of existing or proposed residential care uses, will not impair interaction with 
neighbors without disabilities, and will not alter the residential character of the surrounding 
neighborhood by creating or intensifying an institutional atmosphere or de facto social 
service district.
