Chair Heather Moeller called the Parks and Recreation Meeting to order at 6:00 p.m. Pledge of Allegiance 2. Chair Heather Moeller led in the Pledge of Allegiance. Roll Call 3. Commissioner Kyhn, Commissioner Schoenbeck, Commissioner Borey, Vice Chair Madrid, Commissioner Klepper, Chairperson Moeller, and Commissioner Vega Present 7 - Staff Present: Liz Langenbach, Parks and Recreation Director Jamie Sullivan, Recreation Superintendent Dave Butler, Parks Superintendent Larry Binion, Management Analyst Consent Agenda 4. Commissioner Diele Kyhn moved that the Parks and Recreation Commission accept the agenda as presented and approve the minutes from the June 3, 2026 regular meeting. Commissioner Felicia Madrid seconded the motion. This was approved. Yes: Commissioner Kyhn, Commissioner Schoenbeck, Commissioner Borey, Vice Chair Madrid, Commissioner Klepper, Chairperson Moeller and Commissioner Vega 7 - No: 0 26-344 Consideration of approval of agenda. 26-345 Consideration of approval of regular meeting minutes of June 3, 2026. Meeting Minutes 6.3.2026 Attachments: Information and Reports 5. Commissioners shared about events and activities they attended since the last meeting. Commissioners made positive comments and complimented the pickleball courts ribbon cutting, volleyball camp, water aerobics, swim team, and more. Page 1 City of Apache Junction, Arizona August 5, 2026 Parks & Recreation Commission Meeting Minutes Staff Report 6. 26-346 Presentation and update on projects and opportunities in the parks and other service areas. Superintendent Dave Butler provided an update on current priorities, including turf and landscaping maintenance, monsoon storm cleanup and repairs, and preparations for the upcoming fall event season. He also provided an overview of some capital projects starting with Prospector Park's Phase 2 irrigation and Dark Sky approved parking lot and pathway lighting. He also presented details on the Phase 2A Rodeo Grounds projects and highlighted key features. He shared details of the plans and noted the check-in and First Aid building, new fencing that includes card-reader-controlled gates, and a new marquee sign. All questions and comments from the commission were addressed and noted. 26-347 Presentation, discussion and update on upcoming events and activities. Superintendent Jamie Sullivan updated the commission on the recent events since the last meeting noting the Fourth of July event had the largest turnout in recent years and the Prehistoric Party also had a successful turnout. She highlighted Parks and Recreation Month activities throughout July, including numerous social media posts and expressed appreciation to the sponsors State Farm, Lost Dutchman Marathon, Banner Health, and Great Hearts for their support of the free public swim days. She noted that the pool will close for the season on Labor Day due to the majority of the pool staff's return to school. She also announced many upcoming events and activities including the Young Artists of AJ Art Gala on August 7, 2026, and invited the commissioners to volunteer for any upcoming events such as Mad Science, Halloween, Holiday and more. She concluded by sharing that recreation is currently seeking candy sponsors for the Halloween event. Old Business 7. 26-386 Update on the Parks and Recreation Fee Study, council feedback and next steps. POSTING - 2026 Chap 4 Suggested Fees Fee Schedule Comparison 2026 - WITH AVERAGE MARKET Attachments: Recreation Superintendent Jamie Sullivan updated the Commission on the fee study recommendations that were presented to council for feedback. She noted that no changes were recommended and that the proposed fees will be posted for a 60-day public notice period, which will end on September 21, 2026. She shared that following the public notice period, the fee recommendations will return to council for approval and if approved, the new fees will go into effect in January 2027. Superintendent Sullivan fielded questions from the Commission about the next steps in the process. New Business 8. 26-382 Discussion and update on budget for fiscal year 2026/2027. Director Liz Langenbach provided a brief overview of the Fiscal Year 2027 adopted budget, detailing the amounts allocated for personnel, operations and maintenance, capital funds, senior services, known grants, and estimated development funds. She reviewed the list of funded capital projects, including new strength equipment at the Multi-Generational Center, play Page 2 City of Apache Junction, Arizona August 5, 2026 Parks & Recreation Commission Meeting Minutes features at the Superstition Shadows Aquatic Center, Flatiron Park Phase 2, and several additional projects. 26-384 Presentation and discussion on the next steps to update the annual Parks and Recreation Strategic Plan. 2026 Parks and Recreation Strategic Plan Attachments: Management Analyst Larry Binion presented the process for the annual update to the Parks and Recreation Strategic Plan. He reviewed the current plan and highlighted areas that will be updated, including photos, projects, future plans and other content. He solicited ideas and feedback from the Commission and encouraged members to bring additional suggestions to the next meeting. He also reviewed the anticipated timeline for completion and adoption of the updated Strategic Plan. Call to Public 9. None. Call for Future Agenda Items 10. Commissioner Frank Schoenbeck requested data on the usage of the splash pad, Chair heather Moeller requested more information on Placer AI, and Commissioner Judy Borey requested information on the CAP trail. Selection of Meeting Dates, Times, Location and Purpose 11. 26-348 Regular Meeting of the Parks and Recreation Commission to be held at 6:00 p.m. on September 2, 2026 in the city council chambers located at 300 E. Superstition Boulevard. Commissioner Frank Schoenbeck moved, seconded by Commissioner Judy Borey that the regular session of the Parks and Recreation Commission be held September 2, 2026 at 6:00 p.m. in the city council chambers located at 300 E Superstition Boulevard, Apache Junction.
