Banyan Apartments, a proposed planned development
rezoning of the southeast corner of Rennick Drive and
Virginia Street
Summary
P-26-4-PZ is a proposal by Banyan Residential, LLC to rezone
approximately 6.7 net acres, currently zoned High Density
Multiple-Family Residential (“RM-2”), with a new planned
development (“PD”) to amend to the development plans approved in
Rezoning Case P-22-29-PZ through Ordinance No. 1526 with
modified site plans and architecture in order to facilitate the
development of a 146 unit, two and three-story apartment
complex.
Planning & Zoning Commission Hearing and Recommendation
On June 23, 2026, the Planning and Zoning Commission held their
public hearing for P-26-4-PZ. Citing concerns with parking,
amenities & green space, and public outreach efforts, the Planning
and Zoning Commission voted 7-0 to recommend the denial of Case
P-26-4-PZ to the Apache Junction City Council.
Public Outreach Updates
Following this public hearing, the applicant requested that the
City Council continue the case in order to allow their team time
to address the noted concerns and to perform additional public
outreach.
The applicant held a second neighborhood meeting on Tuesday, August
4, 2026, with 5 attendees, excluding city staff and the applicant’s
staff. They have additionally conducted further outreach and
communication with neighbors and local businesses, as documented
in the attachment “Final Citizen Participation Report”. This

report includes neighborhood meeting summaries, their public
outreach summary, and both the letters of support from the first
round of public outreach efforts and the letters that have been
updated through the second round of public outreach efforts.
Plan Updates
To address the concerns expressed by the public, planning and
zoning commission and city council, the applicant has also updated
the plans themselves, which have been revised in the following
ways:
• Parking: With the most recent plan, dated August 13, 2026,
there is no longer any parking deficit or any parking
deviation requested. The applicant has adjusted the position
and orientation of buildings in order to reorganize
components of the site and provide all 317 parking spaces
required.
• Inclusion of additional amenity spaces: The applicant has
also provided new family playground space, as well as
greenspace designated for a dog park.
• Adjustments to the building elevations: To address concerns
expressed regarding the color pallet, the applicant has
revised the colors to be more muted.
In this current iteration, the applicant has addressed staff’s
concerns regarding parking and no longer require any zoning
deviations or exemptions to build as proposed.
