Project Summary:
1.
The applicant proposes establishing a truck freight and logistics operation in the Rural-43
MAAMF zoning district. The operation will be comprised of an 8,500 sq. ft. structure at a height
of 26’, of which 3,000 sq. ft. of the total area will be for light truck maintenance with three service
bays, with the remaining 5,500 sq. ft. for short term storage, two loading docks, and an
administrative office. Parking will be comprised of ten spaces for office personnel (one ADA
compliant space), 43 spaces at 75’ x 12’ for trucks, and 33 at 55’ x 12’ trailer spaces. In total, there
will be 86 parking spaces. There will be a total of five employees working Monday – Saturday 8:00
AM to 5:00 PM. However, the site will be available 24 hours 7 days a week for truck pick up and
drop off. There will be no on-site staff for truck pick up or drop off, as drivers will be allowed in
and out remotely. The applicant has indicated that no overnight stays or idling will be allowed on-
site.
2.
The site shows one access driveway along Myrtle Ave. From the subject site, traffic will be
directed west to Alsup Ave. The site will be screened with 8’ CMU wall along western elevation
with a request to decrease the wall to 6’ CMU wall along farther western, north and eastern
elevations. The site will be covered with asphalt and the covered truck storage to be asphalt
millings. The applicant is requesting variation to ordinance standard to permit paving with asphalt
millings. The site will include internal 15’ high light poles that will be shielded, downlit, and pointed
to the center of the property, and located on both sides of the entrance gate, and on the northwest
end of the property.

On May 30, 2025 zoning violation V2500383 was opened for a truck and freight operation on the
subject site. The property owner entered into a compliance agreement with an August 2026
deadline to obtain the necessary land use entitlement and complete required construction
permits. There have been subsequent complaints received against the property indicating that
construction has taken place without issued permits. There have also been complaints speaking
to quality of life impacts due to the presence of commercial trucks and vehicles in a rural
residential neighborhood.

On October 14, 2025, staff met the applicant and property owner for a pre-application meeting to
discuss a Military Compatibility Permit. Staff expressed concerns with the site’s 24/7 access and
its location immediately adjacent to existing rural residential neighborhood to the north, east and
west.
5.
After MCP application, a TAC meeting was held on March 3, 2026 where review comments were
discussed. On June 19, 2026 staff conducted a site visit with the applicant and property owner to
gauge the compatibility of the proposed land use with the local neighborhood.
6.
The MAAMF overlay coincides with the high noise and accident potential zone of Luke AFB. The
site is located within the 70 LDN noise contour.

The applicant has provided assurance of service in the form of a utility bill for water from Adaman
Mutal Water Company, and proof of subscription services in the form of a receipt from the Rural
Metro Fire Department. The proposed development will be served by a private septic system, and
electricity is available from APS.

Myrtle Ave is comprised a half-width existing right-of-way of 30’ maintained of by the City of
Glendale. The other 30’ half width is in the form of a private ingress/egress easement that is
unimproved and not contiguous from Alsup Ave. Alsup Ave is a minor collector road that connects
from the west to the subject site and where traffic flow will be directed from the site. Staff notes
that the logistics development to the south does not access Myrtle Ave. It was strategically
designed to be accessed from Glendale Ave.
13.
MCDOT has deferred to the City of Glendale for any dedications or improvements. In
conversations with the City of Glendale, the applicant has stated that future coordination will be
required with their jurisdiction.
Adopted Plans:
14.
Framework 2040: Maricopa County Comprehensive Plan (adopted May 20, 2026): The subject
site is located within an Area of Municipal Influence. Because it has a land use designation of
Military Compatible, it is deemed as having an urban land use designation and therefore within
an Urban Growth Area. It has water service, fire service, a city maintained road and can be served
by a private septic system. From an infrastructure standpoint, it is deemed as satisfying the Urban
Solutions for Urban Development strategy framework.
15.
As a matter of policies and goals of Framework 2040, the proposed development is not optimally
positioned to annex into the City of Glendale. Land Use Policy goal 1.6 indicates that “Maricopa
County supports annexation of urban development in unincorporated Maricopa County by
municipalities”. The applicant has indicated in the TAC meeting with staff that the City of Glendale
was not interested in annexing the property. Similar land use types within the adjacent area have
been annexed by the City of Glendale but have been much larger in scale and scope than the
applicant’s proposed development.

Furthermore, Land Use Policy 1.9 expresses that “Maricopa County supports planning
coordination with adjacent municipalities, landowners, and neighboring public community
members for proposed development within County Islands or municipal planning areas”. Because
of the stark opposition from the neighboring residents, this proposed development would appear
to be in direct conflict with their interests.
17.
Lastly, Transportation Policy 3.1 states that “Maricopa County supports municipal annexation of
roads adjacent to County Islands”. Although there is potential coordination with the proposed
development, a coordinated acquisition of the entirety of the private access easement is
improbable due to the community’s desire to maintain the rural and residential character and the
numerous property owners that would be involved.
18.
White Tanks/Grand Avenue Area Plan (adopted December 6, 2023): designates the site for Luke
Compatible land uses. Given a use compatibility and consistency determination the proposed use
is consistent with this land use designation.
Land Use Goal 2 states, “Maricopa County supports development within the WTGA planning area
with commensurate services or infrastructure and development that adequately mitigates negative
impacts to surrounding lands or communities”. It is arguable that the proposed development
would have a negative impact on the existing residences to the subject site. It is understood that
new residential uses are prohibited in this area; however, the site is surrounded on three sides by
an established rural residential community.
19.
Envision Glendale 2040 General Plan (adopted September 30, 2026): designates the site for Luke
Compatible land uses. Given a use compatibility and consistency determination the proposed use
is consistent with this land use designation.
Goal MA-3 of the Military Aviation Element indicates that “The City, Luke AFB, residents, industry,
and agencies collectively participate in all phases of a well-defined planning process”.
Public Participation Summary:
20.
The applicant complied with all public participation requirements with on-site posting and
notification. A community meeting was held on March 12, 2026 where the applicant notes that
significant opposition was raised by the neighbors with the existing uses. Their concerns were
associated security, noise, and loss of privacy. The applicant has indicated an openness to
building an 8’ high wall around the perimeter of the property, restricting refrigerated trailer units
on-site, and surfacing the property with asphalt. Staff has received one letter with concerns from
a neighbor with the following issues: dust control, traffic, and security concerns due to the
presence and speed of traffic.
Outstanding Concerns from Reviewing Agencies:
21.
There are no technical items outstanding from county review agencies. Staff has noted concern
that the proposed use will adversely impact an established rural residential community.
Staff Analysis:
22.
The site is within the Rural-43 MAAMF zoning district. It is within the 70 Ldn noise contour of
Luke AFB’s high noise and accident potential zone. The proposed use did obtain a use
consistency and compatibility determination from Luke AFB per UC250020. This determination

means the proposed use on the subject site is consistent and compatibly with military airbase
operations and statutory requirements of the high noise and accident potential zone. New
residential uses are prohibited within this area. However, the site is surrounded on three sides by
an established rural residential neighborhood.
23.
Staff does not support the proposed MCP for a truck freight and logistic center. While
compatibility with the MAAMF overlay is one level of analysis, it is not the only one. Given the
existing rural and residential character of the immediate vicinity (at least to the east, north and
west), without the existence of the MAAMF overlay such land use and intensity would not merit
consideration within an established rural residential community.
24.
Within the immediate cluster of single-family residences, only one other MCP has been approved
and that for equine therapy similar to equestrian uses found throughout the rural residential
community. On May 22, 2024, MCP2602301 was approved for Hope Community Services, an
equine therapy non-profit organization. At the time staff noted that, “The use is unique in nature
that it additionally will not add an adverse impact to the outrounding roadways or the remaining
local residents in the area”.
25.
It should also be noted that MCPs with increased intensities have typically been approved when
they are accessed via arterial roads, and/or located next to land uses of similar intensities. The
subject site is neither located on an arterial nor at an intersection.
26.
Directly to the south across Myrtle Ave. within the City of Glendale’s jurisdiction, are industrial
facilities that do not have any roadway access onto Myrtle Ave. but rather access directly from
Reems Rd. and Glendale Ave. Their traffic does not impact the rural neighborhoods.
27.
There are eight single-family homes surrounding the site which would be impacted by a 24-hour
– 7 days a week operation as a remote access location. Staff is concerned about the impact this
would have to the neighborhood with traffic, noise, and use. The concerns were raised with the
applicant to develop the site to mitigate the issues raised by the neighbors by including buffering,
landscaping, and reducing the hours of operation. However, the applicant has decided to proceed
forward with the development but is open to measures that would mitigate impact. Nevertheless,
the mid-block location surrounded by residential structures is not an optimal location for an
industrial use.
28.
Maricopa County’s Framework 2040 Comprehensive Plan, the White Tanks/Grand Avenue Area
Plan, and Envision Glendale 2040 General Plan all emphasize the critical importance of
community involvement and development impact on the community. The applicant is aware of
the public opposition. Although only one formal statement of concerns has been received, this
sentiment has been reaffirmed in staff’s communications with members of the community.
Despite this knowledge, the applicant has attempted to obtain electricity, prepared a concrete
pad, and has continued partial operations by allowing trucks to park within the site. These are
significant items of concern that provide a window into what future community relations would
entail.
29.
From a design standpoint, the applicant and property owner have expressed willingness for
improved surfacing of the site to mitigate dust, and screening in the form of a 6’-8’ high CMU wall
and landscaping along the site’s perimeter. However, this is not shown on the submitted site plan.
Staff is concerned that unless the development is modified for a lower intensity use, the
landscaping may push development inwards and compact internal drive aisles thus complicating
fire access.

30.
Staff’s position is that development should be a coordinated effort that improves the local
community and furthers the goals of the comprehensive plan. Land Use Goal 1 is to “Ensure that
development across the County is well-planned and cohesive, promoting efficient land use and
infrastructure, and leading to a more organized growth pattern”. The proposed land use would
amount to a spot change of higher intensity land use surrounded by a lower intensity rural
residential neighborhood. Such changes in land use make consolidation, and ultimately
annexation of the area difficult to achieve. Larger, more consolidated efforts such as the
development to the south and east of the subject site which are located along arterials would be
more feasible and primed for future annexation that are less impactful to existing residences
within the area.
Recommendation:
31.
For the reasons outlined in this report, staff recommends the Commission adopt a motion that
the Board of Supervisors deny MCP260002.
32.
However, if the Commission choses to adopt a motion to recommend approval, staff offers the
following conditions ‘a’ – ‘m’ for consideration:
a.
Development of the site shall be in substantial conformance with the Site Plan entitled
“Glengall Logistic“, consisting of 1 full-size sheet, dated May 21, 2026, and stamped
received May 22, 2026 except as modified by the following conditions.
b.
Development of the site shall be in substantial conformance with the Narrative Report
entitled “Glengall Logistic”, consisting of 23 pages, dated May 22, 2026 and stamped
received May 22, 2026 except as modified by the following conditions.
c.
Site access shall be restricted from 10:00 PM to 5:00 AM. No overnight sleeping shall be
permitted on-site. No refrigerated trailer units (reefers units which are built-in climate
control systems) shall be allowed on site.
d.
There shall be a minimum 8’ high CMU wall around the entire perimeter of the property.
The perimeter shall be landscaped with drought tolerate plantings in compliance with
Arizona Department of Water Resources plant list.
e.
The following Rural-43 MAAMF MCP standards shall apply:
1. Min. Side Setback: 10’
2. Min. Paving: Asphalt millings will be utilized for the truck parking spaces.
f.
All buildings subject to noise attenuation as per ARS § 28-8482(B).
g.
Prior to issuance of a building permit, written confirmation will be required from the
emergency fire protection jurisdiction having authority that the facility has been designed
in accordance with their regulations and requirements, and that emergency fire protection
service will be provided to the facility. Prior to issuance of the certificate of occupancy,
local fire protection jurisdiction review and approval will be required.
h.
The following Planning Engineering conditions shall apply:

1.
Myrtle Avenue is within the jurisdiction of the City of Glendale. The applicant will be
responsible for coordinating with the City to review any traffic impact, right-of-way
dedication, permitting, or roadway improvement requirements. Approval by the City of
Glendale for any roadway improvements will be required prior to Building Permit
issuance.
2.
Underground retention will be required to drain within 36 hours.
3.
The subject premises is located within the County’s Urbanized Area and will disturb
more than one (1) acre. A Storm Water Pollution Prevention Permit (SWPPP), issued
by the County (PND), will be required prior to issuance of any building permits required
for site development.
4.
Engineering review of planning and/or zoning cases is for conceptual design only. All
development and engineering design shall be in conformance with Section 905 of the
Maricopa County Zoning Ordinance; Drainage Policies and Standards; Floodplain
Regulations for Maricopa County; MCDOT Roadway Design Manual; and current
engineering policies, standards and best practices at the time of application for
construction.
5.
Based on the conceptual design nature of the information submitted, changes to the
site layout may be necessitated by the final engineering design of the drainage
infrastructure.
6.
Detailed Grading and Drainage (Infrastructure) Plans must be submitted with the
application for Final Building Permits.
i.
The following Maricopa County Environmental Services Department (MCESD) conditions
shall apply:
1.
A Notice of Intent to Discharge application for a septic system is required for any
construction. Application must be submitted to the MCESD Onsite Wastewater
Program.
•
Wastewater is not permitted to discharge to an adjacent parcel’s septic system.
•
If conducting food service in unincorporated Maricopa, a grease trap will be
required by Onsite Wastewater program.
•
Setback requirements must be maintained per Arizona Administrative Code, Title
18, Chapter 9, Article 312, C (Features Requiring Setbacks).
2.
An Approval to Construct application is required and must be submitted to MCESD’s
Subdivision & Infrastructure Program for water, reclaimed water and/or wastewater
system infrastructure.
3.
A Water Service Agreement signed by the Utility is required and must be submitted to
MCESD’s Subdivision & Infrastructure Program if the site/development will be
provided with water and/or reclaimed water by a Utility. A Capacity Assurance Form
issued by the Utility is required to MCESD’s Subdivision & Infrastructure Program if the
site/development wastewater service is being provided by a Utility.
j.
The following Maricopa County Department of Transportation (MCDOT) conditions shall
apply:

1.
Applicant to contact the City of Glendale regarding access, Right-of-Way, and required
improvements to Myrtle Avenue.
2.
Any work connecting to or which may impact Maricopa County Right-of-Way may
require submittal of a TIA/TIS and/or a MCDOT Right-of-Way Permit to determine any
applicable requirements.

If a TIA/TIS has been previously submitted, approval is valid for one year. If review
for construction is not underway within this time period, MCDOT may request an

k.
Noncompliance with any of the conditions assigned to the approval of this Military
Compatibility Permit by the Maricopa County Board of Supervisors may be grounds for
revocation in accordance with the requirements and procedures as set forth in the
Maricopa County Zoning Ordinance.
l.
The property owner/s and their successors waive claim for diminution in value if the
County takes action to rescind approval due to noncompliance with conditions.
m.
The granting of this change in use of the property has been at the request of the applicant,
with the consent of the landowner. The granting of this approval allows the property to
enjoy uses in excess of those permitted by the zoning existing on the date of application,
subject to conditions. In the event of the failure to comply with any condition, the property
may be considered for revocation to the zoning that existed on the date of application. It
is, therefore, stipulated and agreed that either revocation due to the failure to comply with
any conditions, does not reduce any rights that existed on the date of application to use,
divide, sell or possess the property and that there would be no diminution in value of the
property from the value it held on the date of application due to such revocation of the
MCP. The MCP enhances the value of the property above its value as of the date the MCP
is granted and reverting to the prior zoning results in the same value of the property as if
the MCP had never been granted.

Purpose of Request
On behalf of Glengall Logistic LLC, (owner/operator), Gilmore Planning & Landscape
Architecture (Applicant) respectfully submits for consideration this Application request for a
Military Compatibility Permit (MCP) with a Plan of Development (POD) for Glengall
Logistic. The subject property includes 4.03 gross acres (3.8 net acres) located at 15736
W. Myrtle Ave in the unincorporated area of Maricopa County. The County Assessor
identifies this single parcel as 501-49-036B. The proposed land use is for a small truck
freight operation. The property is situated along the north side of W Myrtle Ave between N
Reems Road to the east and N Alsup Ave to the west. Please refer to the attached
Exhibit 1 – Aerial Location Map, Exhibit 2 – Boundary & Topo Survey, and Exhibit 3 –
County Parcel Map for additional site information.
There is a Code Violation associated with this user, V2500838. Site improvements were
completed without a permit prior to filing this MCP application that included a 6’ screen
wall and an access gate along the south property line that also extends 38’ north along the
west property line to an existing 8’ screen wall installed by the neighbor. Glengall Logistic
was also parking trucks without the proper zoning. A Compliance Agreement has been
executed as of October 24, 2025, that includes 4 Critical Deadlines. The final deadline
requires that this MCP be approved by August 31, 2026.
3.
Land Use Description
On-site operations include short-term parking of trucks and/or trailers that will be parked
between shipping assignments. As a trucking operation, independent truckers will be
scheduled to pick-up trucks and/or trailers, that may also involve loading and unloading of
inventory. The truck drivers will arrive on-site to drop off or exchange trailers or exchange
their personal vehicles for trucks that will be used for shipping. This portion of the
operation is predominately scheduled for daytime hours but will be available 24/7. The
proposed structure will be approximately 8,500sf and a maximum of 26’ in height.
Approximately 3,000sf will be for a maintenance/shops space with 3 service bays that will
only provide light maintenance for the trucks associated with this freight operation. Engine
repairs will occur off-site at another garage. The remaining 5,500sf will be for short term
warehouse/storage with two loading docks on the north side of the building. This storage
area will also include a small 400-500sf office space. The balance of the property will be
used to park trucks and trailers. Based on their current operations, these trucks will be
parked for short intervals between trips. Glengall Logistic employs 5 full time employees
on-site that will be on-site 6 days per week 8am - 5pm. These employees assist with
administrative, maintenance, and loading of inventory. Truckers arriving after hours are
independent drivers who will either drop off a trailer and pick up another, or park and leave
using their truck cabs or personal vehicles.

UCCD Determination
A UCCD application was filed on August 14, 2025, for this 4-acre site describing this truck
freight operation. On October 15, 2025, Luke AFB issued their determination indicating
that this proposed trucking operation would be compatible and consistent. Please refer to
Exhibit 4 – UC250020 for a copy of Luke AFB’s confirmation.
5.
Existing Zoning
The existing zoning on-site is RU-43 MAAMF. The Military Airport and Ancillary Military
Facilities (MAAMF) Overlay Zoning District corresponds with the High Noise and Accident
Potential Zone (HNAPZ) surrounding LUKE AFB. The County’s PlanNet Map indicates
that this property is situated within the 70-75 LDN noise contour. Please refer to Exhibit 5
– Zoning & Noise Contour Plan that locates these noise contours and illustrates the
surrounding land uses and zoning. The proposed zoning will be RU-43 MAAMF – MCP
specific for the uses approved by Luke AFB’s UC Determination.
6.
Relationship to Surrounding Properties
The location of this truck freight operation is situated in an area of transition. The land
area west, north, and east are all ranchettes on lots that range from 1.1 – 5.0 acres.
There is no subdivision plat that defines these surrounding ranchettes. The presence of
the 65 – 75 LDN noise contours established by Luke AFB has triggered the transition that
will no longer allow any new residential development. This is evident on the 80 acres
immediately south and at the northwest corner of n Reems Road and W Myrtle Ave that is
in process for annexation and industrial development. These surrounding areas are
described as follows:
North:
As described earlier, the property immediately north aligns with the rear yard of a
single-family ranchette on 5 acres fronting north onto W Orangewood Ave. The
County’s Aerial Maps indicate that the southwest corner of those 5 acres is used
for outdoor storage of miscellaneous agricultural related equipment. This
property is zoned RU-43 and impacted by both the 65LDN and 70LDN noise
contours. Extending northwest and northeast, are more single family ranchettes
all zoned RU-43 MAAMF and impacted by both the 65LDN and 70DNL noise
contours.
East:
Similar to the north side, the east side is defined by four existing ranchettes, the
southern two lots are 1.1-acres, and the northern two are 1.6 acres. These four
lots have existing homes fronting on N 157th Ave, which are all zoned RU-43
MAAMF and within 70-75LDN noise contour.
South:
The area south of the subject property is within the City of Glendale. The City of
Glendale annexed this property on Sept 27, 2021, and it was rezoned under a
PAD (ZON21-13) for an industrial warehouse. Bickman Industrial is a 1,15MSF
warehouse on 80 acres. This parcel is also within the 70-75LDN noise contours.

West:
Adjacent to the west property line are three ranchettes, ranging in size from 2.0 -
2.5 acres. The southern parcel is 2.0 acres and shares it’s east and northern
sides with the subject property. There is an existing 8’ screen wall that starts 38’
north of W Myrtle Ave that was installed by this neighbor that follows to common
property to their northwest corner. The second parcel is 2.2 acres and shares
the far northwest west property line with the subject property. These first two
parcels are also within the 70LDN noise contour. At the northwest corner, the
rear yard of the third parcel shares approximately 54’ of property line with the
subject property. This third parcel is within the 65LDN noise contour. All three
parcels are zoned RU-43 MAAMF.
7.
Access / Circulation
The only access to and from the property is along W Myrtle Ave, which is located between
N Alsup Ave and Reems Road. N Alsup Ave is a mid-section collector located
approximately 800’ to the west, and N Reems Road is section line arterial located
approximately 1,600’ to the east. Access to property is through an existing 30’ wide single
gate near the center of the frontage. As a truck freight operation, Glengall Logistic will
instruct drivers to circulate along the most direct route to and from Loop 303. From the
project site, truckers will be directed west to N Alsup Ave, south to Glendale Ave, and west
to the interchange with Loop 303.
There is an existing 30’ roadway easement that aligns along the north side of the
centerline of W Myrtle Ave. The City of Glendale claims jurisdiction only over the south
thirty-foot (30’) half street right-of-way. Discussions with the Glendale Development
Services and Traffic Engineering Depts have acknowledged the eventual necessity to
“negotiate” with Maricopa County for the full dedication to the City of Glendale. The city
confirmed the existing 30’ roadway easement, and that a decision for dedication will be
deferred. The existing milled asphalt roadway along W Myrtle is acceptable. Mr. Tony
Abbo, Deputy Director / City Traffic Engineer has confirmed the City’s position with a note
included here as Exhibit 6. A Traffic Statement has been prepared and submitted with
this application as a separate report.
8.
Development Plan
A Preliminary Site Plan has been prepared and submitted with this MCP request that
illustrates the full site buildout (Exhibit 7 – Site Plan). Site development has started with
the installation of a front screen wall, 26’ wide solid access gate, and the distribution of
milled asphalt over the entire site. There are also trucks and trailers currently parked on-
site that are referenced in the current code violation. Site modification will be required to
extend Adaman Water Company service from the northwest corner to the structure. There
is a 6’ utility easement along the west property line that extends to south to W Myrtle Ave.
A new water storage tank and pump system will be installed on the north side of the
structure to provide domestic water and fire protection. A septic system will be installed
on the south side of the structure for sanitary service with an approximate 18’ setback

from the west side utility easement. A Preliminary Drainage Report has been prepared by
Keogh Engineering and submitted as a separate report with this application. A Preliminary
Grading & Drainage Plan has also been prepared by Keogh Engineering and included
here as Exhibit 8. The shops/maintenance building and the storage building will be
constructed as soon as initial permits are approved following the BOS approval.
The building will be constructed as a single structure, with a maximum height of 26’. The
building is intended to be a steel structure with earth tone colors to blend with and be
compatible with the surrounding area.
On-site improvements will include asphalt paving for the employee and guest parking
stalls as well as the access drive and loading dock areas. The trailer parking stalls will be
finished with milled asphalt and will allow for a 5’ overhang.

Site Security / Screening
As referenced earlier, truck drivers will arrive on-site to drop off or exchange trailers or
exchange their personal vehicles for trucks that will be used for shipping. Although the
scheduling is predominately for daytime hours, truckers will have access on a 24/7 basis.
Electronic readers with cameras will operate the access gate after hours.
There is an existing 8’ CMU screen wall on the common property line that was installed by
the neighbor on the west side (refer to Exhibit 7 Site Plan). A new 6’ CMU screen wall
will secure the east, north, and northwest sides that will complete the secured enclosure.
Security lighting has been installed on 15’ poles on both sides of the front access gate,
see Exhibit 9 - Entrance Gate Plan & Elevation, and Exhibit 10 Gate Photos. Additional
pole lights are proposed within the north trailer parking area near the center of the east-
west drive aisle. These lights will be 15’ in height, downlit and pointed to the center of the
drive aisle. Light shields can mitigate the light spread to stay on the property. Additional
security lights will be installed on the building that will also be downlit to help secure the
building, main access drive, and loading dock area. Security lighting shall conform with
Section 812 of the Maricopa County Zoning Ordinance.
10. Project Signage
Project Signage will be limited to the front elevation of the existing screen wall. The
installation will be wall mounted in accordance with Section 1104.2.1.3 of the Maricopa
County Zoning Ordinance regarding ‘Perimeter Wall Signs’.
11. Development Schedule
This project will be developed in one phase.

Water: Adaman Water District is the local provider. Service is available for the subject
property north at the northwest corner.

Thank you for the opportunity to comment on the Use Compatibility and Consistency
Determination application for Glengall Logistics. The request is to construct a 5,500sf
warehouse storage building, a 3,000sf shop building and to store trucks and trailers. The site is
approximately 4-acres and is located at 15736 W. Myrtle Avenue in unincorporated Maricopa
County, AZ. The site is located entirely inside the Luke AFB 1988 JLUS 70 Ldn, “high noise or
accident potential zone,” as identified by A.R.S. § 28-8461, and is within the “territory in the
vicinity of a military airport,” also defined by A.R.S. § 28-8461.
Luke AFB follows A.R.S. § 28-8481 when evaluating compatible land use within the
“territory in the vicinity of a military airport”. As requested in the application, Luke Air Force
Base considers the proposed Glengall Logistics to be compatible and consistent with the high
noise or accidental potential of the military airport or ancillary military facility.
Given the location of this property, it is important to file for an FAA Obstruction
Evaluation/Airport Airspace Analysis and Spectrum Analysis (OE/AAA) for any permanent
structures or equipment used during construction. https://oeaaa.faa.gov/oeaaa.
If applicable, it should be noted that certain investments and real estate transactions
within the military installation footprint of Luke AFB may be subject to review by the
Committee on Foreign Investment in the United States (CFIUS) to determine the effect of such
transactions on the national security of the United States. The CFIUS regulations, Foreign
Investment Risk Review Modernization Act of 2018 (FIRRMA) provisions, and related
resources can be found on the Department of the Treasury’s website:
http://www.treasury.gov/cfius.
Since the development will be located within the “territory in the vicinity of a military
airport,” it will be subjected to approximately 170 over flights a day. If this development is
approved, we recommend you review the sound attenuation requirements found in A.R.S. §28-
8482. In addition, a strong notification program on the part of the applicant is essential to inform
potential occupants about Luke AFB operations.

right-of-way dedication, permitting, or roadway improvement requirements.
Approval by the City of Glendale for any roadway improvements will be
required prior to Building Permit issuance.
2. Underground retention will be required to drain within 36 hours.
3. The subject premises is located within the County’s Urbanized Area and will
disturb more than one (1) acre. A Storm Water Pollution Prevention Permit
(SWPPP), issued by the County (PND), will be required prior to issuance of
any building permits required for site development.
4. Engineering review of planning and/or zoning cases is for conceptual design
only. All development and engineering design shall be in conformance with
Section 905 of the Maricopa County Zoning Ordinance; Drainage Policies and
Standards; Floodplain Regulations for Maricopa County; MCDOT Roadway
Design Manual; and current engineering policies, standards and best practices
at the time of application for construction.
5. Based on the conceptual design nature of the information submitted, changes
to the site layout may be necessitated by the final engineering design of the
drainage infrastructure.
6. Detailed Grading and Drainage (Infrastructure) Plans must be submitted with
the application for Final Building Permits

Dear Ms. Applegate
Thank you for the opportunity to comment on the Use Compatibility and Consistency
Determination application for Glengall Logistics. The request is to construct a 5,500sf
warehouse storage building, a 3,000sf shop building and to store trucks and trailers. The site is
approximately 4-acres and is located at 15736 W. Myrtle Avenue in unincorporated Maricopa
County, AZ. The site is located entirely inside the Luke AFB 1988 JLUS 70 Ldn, “high noise or
accident potential zone,” as identified by A.R.S. § 28-8461, and is within the “territory in the
vicinity of a military airport,” also defined by A.R.S. § 28-8461.
Luke AFB follows A.R.S. § 28-8481 when evaluating compatible land use within the
“territory in the vicinity of a military airport”. As requested in the application, Luke Air Force
Base considers the proposed Glengall Logistics to be compatible and consistent with the high
noise or accidental potential of the military airport or ancillary military facility.
Given the location of this property, it is important to file for an FAA Obstruction
Evaluation/Airport Airspace Analysis and Spectrum Analysis (OE/AAA) for any permanent
structures or equipment used during construction. https://oeaaa.faa.gov/oeaaa.
If applicable, it should be noted that certain investments and real estate transactions
within the military installation footprint of Luke AFB may be subject to review by the
Committee on Foreign Investment in the United States (CFIUS) to determine the effect of such
transactions on the national security of the United States. The CFIUS regulations, Foreign
Investment Risk Review Modernization Act of 2018 (FIRRMA) provisions, and related
resources can be found on the Department of the Treasury’s website:
http://www.treasury.gov/cfius.
Since the development will be located within the “territory in the vicinity of a military
airport,” it will be subjected to approximately 170 over flights a day. If this development is
approved, we recommend you review the sound attenuation requirements found in A.R.S. §28-
8482. In addition, a strong notification program on the part of the applicant is essential to inform
potential occupants about Luke AFB operations.
