Commercial: $3.00 increase on service charge; 3% Tier 1 usage increase, and 
5% Tier 2 usage increase
 Residential: $1.50 service charge increase, 4.5% Tier 1 usage increase, and 6% 
Tier 2 usage increase 
Residential:  4% service charge increase, 3.5% Tier 1 and 2 usage charge 
increase, 4.5% Tier 3 and 4 usage increase
 overall increase, includes adjustments to base 
rates, out-of-zone fees, and multi-bin discounts
