Project Summary:
1.
The applicant is requesting to modify condition ‘e’ of Z2000178 to extend the SUP validity for an
additional 25-year term to October 21, 2051:
Condition ‘e’: This Special Use Permit shall expire 25 years on October 21, 2051 or upon
expiration of the lease to the applicant, or upon termination of the use. Whichever occurs
first. All of the site improvements, including the monopole, shall be removed within 60 days
of such termination or expiration.

The SUP (Z2000178) was approved on October 3, 2001, entitling a WCF in the C-2 zoning district
for a 25-year period. The site is a 1,462 sq. ft. lease area located on the north side of a three-acre
commercial parcel that fronts Merdian Rd. and is 37’ away from this street. This 60’ monopole
has co-location service with Verizon Wireless and AT&T. The monopole and ancillary ground
equipment are screened by an 8’ masonry wall. There is one paved parking area that serves this
monopole for infrequent routine maintenance of the WCF. Main access to the site is via paved
driveways of the commercial property onto Merdian Rd. east of the WCF.

Evolve growth area where developed areas are encouraged to improve as development ages,
vacant transitioning, or undeveloped land that supports new development that will bring

Public Participation Summary:

The applicant has complied with the requirements stated in Maricopa County’s citizen review
process with the required posting of the site and notification to adjacent property owners within
300’ of the subject parcel and interested parties via first-class mail. The applicant has submitted
a Public Participation Results Report. According to this report the applicant received no concerns
from the public concerning this request.

Staff Analysis:

Staff supports extension of this SUP. The WCF has been at this site for the last 25 years without
any known issues. Having these types of facilities within areas with multiple residences, busy
street intersections, and shopping centers is essential to provide communication services to the
public, including emergency broadcasts.

Staff’s recommendation carries forward that Z200178 conditions as appropriate, revised
condition ‘e’ to refer to a 2051 expiration date and deletes those conditions that have already been
addressed.

Recommendation:

Staff recommends the Commission adopt a motion recommending that the Board of Supervisors
approve SU260012 subject to the following conditions ‘a’ – ‘l’:
a.
Development of the site shall comply with the zoning exhibit entitled “S.A.K. Inc., South
Meridian Road, Apache Junction, Arizona. PHX-331”, consisting of three full-size sheets,
dated July 23, 2001, and stamped received July 25, 2001, except as modified by the
following stipulations.
b.
Development of the site shall be in substantial conformance with the Narrative Report
entitled “Special Use Permit Modification of Condition Project Narrative”, consisting of
five pages, dated July 28, 2026, and stamped received July 30, 2026, except as modified
by the following conditions.
c.
The height of the monopole, including any attachments, shall be limited to 60’.
d.
The applicant shall submit a written report outlining the status of the development at the
end of five years from the date of approval by the Board of Supervisors. The status report
must be reviewed by staff to determine whether the Special Use Permit remains in
compliance with the approved stipulations. DELETED
e.
This Special Use Permit shall expire on October 21, 2051, or upon expiration of the lease
to the applicant, or upon termination of the use, whichever occurs first. All of the site
improvements, including the monopole, shall be removed within 60 days of such
termination or expiration.
f.
An administrative amendment shall be required to co-locate future carries on the
monopole. However, antennas can be added as shown on sheet Z-2 of the zoning exhibit
as a slight refinement to this site plan.
g.
Prior to issuance of any building permits or the issuance of drainage clearance, the
applicant shall contact the Maricopa County Flood Control District for a drainage
clearance and building permit. DELETED.
h.
The access easement used to access the Special Use Permit area shall be paved within
County right-of-way.
i.
The access easement and parking area shall meet EPA requirements for dust control by
using asphalt millings for a period of five years. After five years, the driveway and parking
area shall be paved with asphalt. DELETED.
j.
Non-compliance with the regulations administered by the Maricopa County Environmental
Services Department, Maricopa County Department of Transportation or the Maricopa
County Flood Control District may be grounds for initiating a revocation of this Special Use
Permit as set forth in the Maricopa County Zoning Ordinance.
k.
Major changes to this Special Use Permit shall be processed as a revised application in
the same manner as the original application, with final determination made by the Board
of Supervisors following recommendation by staff and the Planning and Zoning

Commission. Minor changes may be administratively approved by staff or the Planning
and Development Department.
l.
Prior to zoning clearance, the applicant shall submit a revised site plan that shows the
proposed monopole setback at least 120’ from the west property line. DELETED.

PROJECT: The existing Crown wireless communications facility monopole
houses multiple commercial carriers:
• Verizon Wireless & AT&T are commercial carriers that co-locate on this
tower.
• The SUP lease area and equipment compound remain the same.
• All associated cables are attached to the monopole and then on a cable
tray to the equipment shelter(s).
• The electrical and telco service are from the local service providers. The
electric and telco service run overhead from the source to the equipment
compound.
• A designated paved surfaced parking space, 9’x18’, for the service
technician is at the entry to the parcel from Meridian Rd. The typical site
maintenance visit is one time per month by the service technician.
• Access to the site is via Meridian Rd at the existing driveway.

PURPOSE OF REQUEST
Crown respectfully requests a 25-year term for the Special Use Permit
Campbell A&Z, LLC on behalf Crown Castle respectfully requests a
MODIFICATION OF SPECIAL USE PERMIT Z2000178, Condition “E” for the
Wireless Communications Facility Monopole located at 56 S Meridian Rd,
Apache Junction.
This Special Use Permit Z2000178 shall expire twenty (20) forty-five (45)
years from the date of approval by the Board of Supervisors, or upon
expiration of the lease to the applicant, or upon termination of the use,
whichever occurs first. All of the site improvements, including the
monopole, shall be removed within 60 days of such termination or
expiration.
DESCRIPTION OF THE PROPOSAL & PROJECT BACKGROUND
RELATIONSHIP TO SURROUNDING PARCELS
The surrounding parcels, north, south, east and west are mixed use zoning. The
development status of each adjacent parcel is as follows:
North: APN#220-67-025H, developed Walgreens Store
South: APN#220-67-025J-007E, developed Retail building
East: APN# 220-67-Meridian Rd, Safeway Center
West: APN#220-67-021 A, developed landscape company yard
The existing WCF parcel is not located within a Scenic Corridor and is not
located in an Airbase Overlay District.
LOCATION AND ACCESIBILITY
Accessed from Meridian Rd then over an existing asphalt driveway to the site.
CIRCULATION SYSTEM
The WCF has the use of a dedicated 15’ wide access route from Meridian Rd to
the site. The traffic generated by the WCF is minimal, with a monthly service
technician visit as standard.
DEVELOPMENT SCHEDULE
The WCF is existing. There are no planned modifications to the tower at this
time.
COMMUNITY FACILITIES & SERVICES
The proposed WCF will not provide any Community Services or Facilities; nor will
the WCF require any Community Services or facilities during its operation.

PUBLIC UTILITIES AND SERVICES
The proposed WCF is an unmanned facility that will not require public water or
sewer services. The WCF will obtain electrical and telephone services from the
local service providers.

Approval is subject to the following stipulations:
