Downtown Arts Vending on Private Property Pilot Program 
The Downtown Arts Vending on Private Property (DAVOPP) Pilot Program is an opportunity 
to apply for a permit to operate on private property during First Fridays for a 12-month 
period.  The below map shows an area shaded in blue that is the 2008 Arts, Culture and 
Small Business Area and it is the proposed DAVOPP pilot area boundaries.  There are three 
levels to the DAVOPP as outlined in the table further below.

Pilot Program Arts Vendor Definition 
Pilot program vendors shall be arts-focused and may sell locally produced arts, crafts or 
food items.  These may include, but are not limited to, paintings, prints, posters, stickers, 
magnets, jewelry, handcrafted apparel, pottery, ceramics and glass work.   Artisanal food 
and drinks are permitted so long as they are not dispensed from a vehicle unless a 
Temporary Use Permit is obtained.  Prohibited items may include, but are not limited to, 
off-the-shelf consumer goods, secondhand goods, electronics, sunglasses and personal 
services such as massage, henna, tattoos and palm reading. 
Administrative Temporary Use Permit (ATUP)
7-day staff review
$135.00 per ATUP (2 First Friday approvals per application)
Maximum $810.00 total fee w/ extensions for all 12 months.
Submittal requirements:
•
Completed application page by the Property Owner, or existing on-site business 
owner.
•
Notarized authorization letter from property owner to apply (if applicant is on-site 
business).
•
Site plan/sketch illustrating buildings, vendors, required walkways and other permit 
details as required by the Pilot Program.
•
A current aerial of the subject property with the temporary area delineated.
•

Temporary Use Permit (TUP) 
4 to 6 week public hearing process 
$1,380.00 (Fee includes extension reviews as detailed below) 
You must apply if: 
•
Exceeding allowances of the ATUP policy.
•
Vending is proposed in any required parking area(s).
•
Food or beverage will be dispensed from a vehicle.
•
Proposed vending activities before 5:00 p.m. or from 10:00 p.m. to 11 p.m.
•
Similar submittal requirements as ATUP but also requires public notice.

Extension Policy: 
•
The initial application for a TUP is limited to a maximum of two (2) First Fridays.
Extensions will be granted at two-month intervals with positive review at public
hearing.  Subsequent two-month extensions granted in the same manner.
