The City Council of the City of Mesa met for a Special Council meeting in the Study Session room at City 
Hall, 20 East Main Street, on August 27, 2026, at 10:03 a.m.

Mayor Freeman conducted a roll call. 
 
1-a. 
Adopting a notice of intent to enter into a retail development tax incentive agreement pursuant to 
A.R.S. § 9-500.11 (Version 2) related to the development of improvements for a project generally 
located west and south of State Route 24, east of South Ellsworth Road, north of East Williams 
Field Road, south of a portion of East Williams Field Road, and west of the future South Crismon 
Road Alignment. (District 6). – Resolution No. 12568 
 
Mayor Freeman stated that a presentation on this item will be provided at the September 10, 
2026, Study Session. 
 
Councilmember Taylor reiterated that this item is approving a notice of intent only and is intended 
to allow for discussion prior to a final decision. 
 
It was moved by Vice Mayor Somers, seconded by Councilmember Taylor, that Resolution No. 
12568 be adopted.  
 
Upon tabulation of votes, it showed:  
 
 
 
AYES – Freeman–Somers–Adams–Goforth–Heredia–Taylor 
 
NAYS – Duff 
 
 
Mayor Freeman declared the motion carried by majority vote and Resolution No. 12568 adopted.
