Recommendation 
 
Council is requested to approve the award as recommended. 
 
A committee representing the Water Resources, Department of Innovation and 
Technology, Energy Resources, Engineering, Facilities Management, Park, Recreation & 
Community Facilities, and Transportation Departments and Procurement Services 
evaluated responses and recommend awarding the contract to the qualified proposals from 
City Electric Supply Company; Consolidated Electrical Distributors, Inc. dba Arizona 
Electric Supply (a Mesa business); Elliot Electric Supply (a Mesa business); and Lighting 
Unlimited in a combined total amount not to exceed $3,520,000.00 annually, with an annual 
increase allowance of up to 5% or the adjusted Consumer Price Index.   
 
Background / Discussion 
 
This contract will provide industrial and non-industrial electrical equipment, parts, and 
supplies, as well as data communications products, to support various projects citywide. 
Most common items include fuses, distribution panels, conduit fittings, breakers, relays, 
overloads, contactors, sensors, lighting and electrical supplies, intrusion and access control 
parts, and motor control equipment. These products are essential for the maintenance, 
repair, replacement, and upgrade of the City’s infrastructure. The materials provided under 
this contract will support ongoing operations, enhance system reliability, and enable City 
departments to efficiently deliver essential public services, including the maintenance of 
water and wastewater infrastructure.  
 
Mesa, as the lead agency, partnered with the AXIA Cooperative and led the solicitation that 
created this term contract. This contract will provide the City and participating agencies with 
a full range of electrical and data communications products and related services to meet 
the varying requirements of government agencies. This contract will be available to over 
30,000 public agencies nationally, including state and local governmental entities, public 
and private primary, secondary, and higher education entities, non-profit entities, and other 
agencies for the public benefit through AXIA’s cooperative purchasing program. As part of 
the agreement, the City will receive 0.125% of the total 2% administrative fee collected 
from all sales in the form of a rebate.

City staff issued a Request for Proposals (RFP) to registered Electrical and Data 
Communications Equipment, Part & Supplies, Industrial & Non-Industrial providers. Seven 
proposal responses were received, three of which did not meet the minimum qualifications. 
The remaining four proposal responses were evaluated and scored in accordance with the 
City’s established policies and procedures and relative to the scoring criteria in the 
solicitation. Scoring criteria included qualifications and experience, proposed 
solution/method of approach, proposed pricing (performance/cost), and compliance with 
terms and conditions. Best and Final Offers (BAFO) requesting the vendor’s lowest pricing 
was requested by the evaluation committee. Based on the evaluation results and Best and 
Final offers, the committee recommend awarding the contract to all four qualified and 
responsive respondents.
