(Citywide) Purpose and Recommendation This requested resolution will approve and authorize the City Manager to accept Proposition 202 funds from the Gila River Indian Community (GRIC) and administer awarded funds. The Gila River Indian Community requests the City of Mesa to receive and distribute $512,367.00 from its 2026 12% revenue award cycle for grants as follows: Mesa Arts and Culture, idea Museum, Access for All - $50,000 / 2 years / $25,000 per year Mesa Arts Center, Lifelong Learning for Older Adults - $40,000 / 2 years / $20,000 per year Mesa Parks, Recreation and Community Facilities, Mesa Parks and Recreation Scholarship Funding - $75,000 / 1 year (partial funding) Family Promise – Greater Phoenix, Emergency Shelter for Families - $20,000 / 1 year Desert Sounds Performing Arts, Inc., The Jeremy Project - $27,367 / 1 year Skyline Gila River, Education and Economic Development - $300,000 / 1 year (partial funding) . Staff recommends approval of this resolution. Background Proposition 202, passed with the 2002 Gaming Compact in Arizona, directs participating Tribal Governments to share 12% of their gaming revenues with surrounding local governments. Nonprofit organizations are only eligible to compete with a local government agreeing to serve as a pass-through agent. Discussion A resolution of support for this grant request will complete the necessary documentation for Gila River Indian Community to move forward with funding the selected awardees. Proposition 202 Indian Gaming Grants has returned over $10 million to our community since its passage in 2002 from five surrounding tribal governments. Alternatives The only alternative to adopting this resolution would be to not adopt. Such an action would deny the awarded organizations access to this funding source. Fiscal Impact City awarded funds provide resources for city projects. Pass-through grants will have a negligible fiscal impact in the form of administration costs to accept payment and cut checks for fund disbursement.
