RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MESA,
MARICOPA COUNTY, ARIZONA APPROVING AND AUTHORIZING
THE CITY MANAGER TO ACCEPT PROPOSITION 202 FUNDS FROM
THE GILA RIVER
INDIAN COMMUNITY AND
ADMINISTER
AWARDED FUNDS AS PASS-THROUGH GRANTS TO DESIGNATED
AWARDEES IN ACCORDANCE WITH APPLICABLE REQUIREMENTS

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MESA, MARICOPA
COUNTY, ARIZONA AS FOLLOWS:
Section 1: Arizona’s Indian Gaming Compact provides that an Indian Tribe make twelve
percent (12%) of its net annual State contribution to cities, towns or counties for government
services that benefit the public. Private, not-for-profit organizations wishing to access Indian
Gaming Funds (“Gaming Funds”) to provide public benefits must secure sponsorship from a city,
town, or county before making application. This sponsorship must be expressed in a resolution
passed by the local government sponsor.
Section 2: The Gila River Indian Community ("GRIC") provides Gaming Funds through
its State Shared Revenue Grant Program for eligible programs and projects that benefit the general
public. The City of Mesa has sponsored applications for eligible programs and projects seeking
funding from GRIC and may receive awarded funds for City programs and/or serve as a pass-
through agency for eligible community organizations.
Section 3: The City of Mesa has no decision-making authority over which organization
receives Gaming Funds from GRIC. The final decision-making authority rests with GRIC.
Section 4: The City Council supports the City's participation in the GRIC’s Gaming Fund
program and agrees to accept awarded funds made available to the City of Mesa. The City Council
approves and authorizes the City Manager, or his designee, to accept and administer awarded
GRIC Gaming Funds, including funds received by the City as a pass-through agency, in
accordance with the applicable grant application, award requirements, intergovernmental
agreement, grant agreement, and other applicable requirements. The City makes no guarantees
beyond disbursement of funding to any non-city recipient. Upon the City’s distribution of the
Gaming Funds to the non-city recipient, the City shall be considered released from any and all
claims, demands, debts, liabilities, or obligations that may arise in the event that the non-city
recipient fails for any reason to expend the Gaming Funds in accordance with their grant
application with GRIC.
Section 5: The City Manager, or his designee, is authorized to execute any agreements,
amendments, certifications, or other documents necessary to accept, administer, and distribute
awarded Gila River Indian Community 12% Gaming Contribution Grant funds and to take all other
actions necessary to implement the purposes of this Resolution.
PASSED AND ADOPTED by the City Council of the City of Mesa, Maricopa County,
Arizona this 14th day of September, 2026.
