WORK SESSION PRESENTATION
 
1.
Meter Replacement Program Presentation and Discussion. (Public Works)
Nick Russo, Public Works Director, outlined the purpose of the work session: review of the
planned meter replacement project, current system conditions, and the approach for
procurement and implementation. The project consists of the complete replacement of the
city's meter system. The total number of meters needed for the project is 11,107, with an
estimated project timeline of 12–18 months. The objectives of the replacement project are
to improve system reliability and communication, reduce water loss, enhance leak
detection and consumption monitoring, provide customer access to consumption
information, improve integration with the utility billing system, provide better access to
actionable meter data, and ensure long-term supportability and technology compatibility.
The desired capabilities of a new system would allow for flexible consumption reporting,
continuous use monitoring, and provide historical usage information. System management
will enable read-rate and system performance reporting, internal meter-reading capability,
automated communication monitoring, and a customer portal. A new system would allow
leak and high-usage reports, low and no-usage reports, provide tamper alerts, and identify
non-reporting meters.
A draft Request for Proposals will be developed with an independent third party that will
establish clear technical, operational, integration, training, and implementation
requirements. The objective is to evaluate qualified solutions through a competitive
process that will consider system performance, implementation approach, long-term
support, and overall value. The next steps in the process would be to finalize and
advertise the Request for Proposals, followed by evaluation and selection. A recommended
contract would be presented to the council for consideration, with the project anticipated
to start in December 2026 or January 2027. The estimated implementation period for the
project would be 12–18 months. 
Council discussion included water loss, the number of companies that will be used to
complete the project, leak and high-usage reports, tampering alerts, temporary staff for
installation, the time required to install a residential meter, warranty coverage, and
in-house versus outsourced installation.
