DRONE AS FIRST RESPONDER (DFR)
DFR allows trained personnel to deploy a drone to certain calls for service 
and provide responding officers with real-time information from the air.

WITHOUT DFR:
Officers arrive and begin

Where victims/witnesses are
What officers are approaching
The drone doesn't replace the officer's response.
It gives officers a clearer picture before they arrive 
improving safety and helping locate suspects faster.

ALPR technology captures:
License plate information
Vehicle images
Vehicle characteristics
Date, time and location of detection
ALPR DOES NOT:
Identify the driver or occupants of a vehicle
Listen and record video
Track speed

Automatically deleted after 30 days

AUTOMATED LICENSE PLATE READERS (ALPRs/Flock)
CONDITIONS FOR RESPONSIBLE USE
Defined Purpose
ALPR use is limited to legitimate public safety and criminal investigative purposes.
Officer Verification
Officers must verify the plate and alert information before taking enforcement action.
30-Day Retention
ALPR data is retained for 30 days, then automatically deleted unless associated with an investigation.
Controlled Access & Auditing
Access is permission-based, with weekly audit reviews and cybersecurity safeguards.
Protected Activity
ALPR may not be used to monitor constitutionally protected speech, association, religion or other 
protected activity.
Policy & Transparency
AJPD policies establish requirements for data collection, access, sharing, retention and complaints.
Ongoing Oversight
Use, outcomes and potential misuse are reviewed through regular audits.
