Public Input 
• The applicant has complied with the public notification requirements, including a sign 
posting, mail notification, and a newspaper posting. 
• A neighborhood meeting for the case was held at the Apache Junction High School on 
Tuesday, June 24, 2025. Six members of the community attended with questions 
regarding the site planning, parking, crime-free housing policy, funding, construction 
timelines, the development of adjacent properties, public outreach, and expected 
average rent rates.
• Staff have received 23 letters of support from local businesses and the Apache Junction 
Area Chamber of Commerce. 11 were provided with the staff report, with 12 more being 
received since.

Planning and Zoning Commission Hearing – August 25, 2026
• On August 25, 2026, the Planning and Zoning Commission reviewed the proposal; however, 
the Commission voted 3-3 on a motion to recommend approval of P-25-46-CUP to the 
Apache Junction City Council.
• Because the motion resulted in a tie vote and no alternative recommendation was made, 
the application is being forwarded to the City Council without a recommendation from the 
Planning and Zoning Commission.

Staff Analysis
• Planning Staff supports the proposed multi-family use at this site for 
the following reasons:
(1) The use is compatible with the existing City Center Zoning District, which is 
intended for commercial, recreational and/or multi-family uses.
(2) The use aligns with the “Downtown Mixed Use” General Plan designation and 
supports multiple downtown goals including:
• Providing a mix of residential, commercial and recreational uses in the downtown
• Providing a variety of housing options
• Encouraging infill development
(3) The use aligns with the proposed land use indicated within the Concentrated 
Downtown Master Plan Update.
