The purpose of this memo is to provide recommendations for appointments to the
following Boards and Commissions:
Central City Village Planning Committee
Councilwoman Laura Pastor recommends the following for appointment:
Josh Mundy
Mr. Mundy is the Director of Development at Phoenix Children’s Foundation and a
resident of District 4. He fills a vacancy for a term to expire September 23, 2028.
Encanto Village Planning Committee
Councilwoman Laura Pastor recommends the following for appointment:
Kenric Jameison
Mr. Jameison is the Founder of Be One Be United and a resident of District 4. He fills a
vacancy for a term to expire September 23, 2028.
Fast-Track Cities Ad Hoc Committee
I recommend the following for appointment as Co-Chair:
Betty Guardado
Councilwoman Guardado will serve as Co-Chair of the Ad Hoc Committee.
Industrial Development Authority of the City of Phoenix
I recommend the following for appointment:
Patrick Carlson
Mr. Carlson is a Public Affairs Manager at Arizona Public Service and a resident of
District 8. He replaces Gordon Jack Dover for a partial term to expire May 1, 2027.

James Murphy
Mr. Murphy is the CEO of Willmeng Construction. He replaces Tess Burleson for a term
to expire September 23, 2032.
Ian O’Grady
Mr. O’Grady is the Director of Government Relations at Honeywell Aerospace and a
resident of District 7. He replaces Phil Gordon for a term to expire September 23, 2032.
Ginger Ward
Ms. Ward is the CEO of Southwest Human Development. She fills a vacancy for a term
to expire September 23, 2032.
North Gateway Village Planning Committee
Councilwoman Ann O’Brien recommends the following for appointment:
Shane Essert
Mr. Essert is a Managing Partner at Legacy Phoenix and a resident of District 6. He fills
a vacancy for a term to expire September 23, 2028.
Paradise Valley Village Planning Committee
Councilman Jim Waring recommends the following for appointment:
Wade Giles
Mr. Giles is a retiree and a resident of District 2. He replaces Anna Sepic for a term to
expire September 23, 2028.
Parks and Recreation Board
I recommend the following for appointment:
Martha dePlazaola Abbott
Ms. dePlazaola Abbott is the Co-Managing Director at Gensler. She replaces Rick
Naimark for a term to be effective September 25, 2026, and to expire April 4, 2027.
