ATTACHMENT A CITY COUNCIL REPORT DATE: June 2, 2026 TO: Lori Bays Assistant City Manager FROM: Joshua Bednarek Planning and Development Director SUBJECT: Request for Task Force Analysis: 44th Street and Bajada Road Annexation, No. 567 This report recommends the approval of the proposed annexation of approximately 1.296 acres located approximately 1,180 feet east of the southeast corner of 44th Street and Bajada Road (APN: 212-12-008R). THE REQUEST: The applicant is requesting to annex approximately 1.296 acres, approximately 1,180 feet east of the southeast corner of 44th Street and Bajada Road from Maricopa County. The applicant is requesting the annexation with the intention to obtain police, fire, and trash services from the City of Phoenix for the existing single-family residence. The City of Phoenix will capture property tax, utility tax, state shared revenue, and impact fees when applicable. • Option B - Deny the request for annexation: If annexed later, this site would have been developed under County zoning and development standards that may not be consistent with the General Plan, Land Use Map, zoning, and development standards. RECOMMENDATION: Located adjacent to City of Phoenix lands, this annexation is supported by the 2025 General Plan, particularly the Land Use goal for land uses and development standards for unincorporated land, under Policies 1 and 2. This annexation is recommended for approval. Approval of annexation does not constitute recommendation for future rezoning actions. SUPPORTING INFORMATION: I. Water and Sewer Service Water: 8-inch DIP water main within E. Bajada Road Sewer: 8-inch DIP sewer main within E. Bajada Road (does not front project site, approximately 35 feet east of east property line). The property is currently served by the City of Phoenix for water but is not connected to the City of Phoenix sewer system. No main extension is required at this time for either water or sewer service. However, if the existing septic system fails or the parcel redevelops after annexation, connection to the City of Phoenix sewer system would be required, which would necessitate a sewer main extension.
