SUBJECT: Cooperative Purchasing Agreement with Motorola Solutions, Inc. for Dispatch Console
System Upgrades

PURPOSE:
To request City Council approval of a Cooperative Purchasing Agreement with Motorola Solutions, Inc. for
equipment and services necessary to upgrade the Tolleson Police Department's radio dispatch console system.
BACKGROUND:
The Police Department currently operates five MCC7500 dispatch console positions and a GCP8000
conventional site controller. Motorola has proposed migrating the five console positions to its latest-generation
CommandCentral AXS dispatch platform and replacing the legacy controller, which is nearing the end of its
service life, with a DSC8000 conventional site controller.
The purchase will be made through State of Arizona Contract No. CTR046830 for Public Communication
Equipment and Services. The State awarded the contract to Motorola after a competitive procurement process.
Section 3-5-7 of the Tolleson City Code permits the City to purchase through an eligible cooperative contract.
DISCUSSION:
The proposed project includes five CommandCentral AXS console positions, one DSC8000 conventional site
controller, one spare CommandCentral Hub, system integration, installation, training, acceptance testing,
warranty services, and related support. The solution will reuse the existing dispatch network infrastructure
where appropriate. Motorola estimates that the project will take approximately three to six months after
receipt of the purchase order.
The Cooperative Purchasing Agreement will become effective on the last signature date and will remain in effect
through October 9, 2026, which is the current expiration date of the State cooperative contract. Staff intends
to extend the City agreement after the State extends Contract No. CTR046830, subject to the required City
approvals.
BUDGET IMPACT:
Motorola's proposal totals $442,064.63, including estimated tax. The Cooperative Purchasing Agreement
establishes an aggregate compensation limit of $500,000 per fiscal year for the equipment and services.
Payments under the proposal are tied to contract execution, equipment shipment, installation, and final
acceptance. Tolleson will be reimbursed by dispatch partner agencies for their respective consoles.

RECOMMENDATION:
Staff recommends that the City Council approve the Cooperative Purchasing Agreement with Motorola
Solutions, Inc. for the dispatch console system upgrades and authorize the City Manager to execute and deliver
the Agreement.
